Job Summary
 
Cultural Liaison Advisor shall act as a liaison between the office of the POA (President of Afghanistan), MINDEF (Ministry of Defense), MININT (Ministry of Interior) and COM RS (Commander Resolute Support) to develop an enduring MoD, Mol and GIRoA Ministerial and Institutional Capacity.
 
Principal Accountabilities
  • Develop relationships with the POA and senior ANDSF leaders within ONSC, NOS, MoD and Mol.
  • Develop relationships with Afghanistan's Chief Executive Officer, key parliamentarians, Office of the National Security Advisor, Chief of General Staff, IDLG, Governors and Military Leaders at the provincial level.
  • Coordinate activities between POA and ANDSF organizations (ONSC, NOS, MoD and Mol}
  • Coordinate Activities between Afghanistan's Chief Executive Officer, key parliamentarians, Office of the National Security Advisor, Chief of General Staff, IDLG, Governors and Military Leaders at the provincial level.
  • Conduct independent liaison with ANDSF offices and GIRoA officials as required for assigned projects.
  • Prepare and transmit all required correspondence (electronic, voice, written) for Key Leader Engagements and regular TAA session with ANDSF offices and GIRoA officials
  • Responsible for listening to, understanding, and translating spoken or written statements, laws, policies, regulations, notes, etc. from one language to another to facilitate effective communication between COM RS and POA, ANDSF and Senior Government Officials.
  • Directly support the Com RS staff with strategic level policy generating products that directly support the train, advise. and assist effort for GIRoA.
  • Act as a liaison between the aforementioned elements of GIRoA, the SAR, DCOS OPS, DCOS INTEL, DCOS S&P, COM PSD and ANATF.
  • Without the aid of a linguist or translator, provide multi-echelon COM RS mentoring to ANDSF and senior GIRoA leaders relating to planning and executing initiatives that build enduring Ministerial and Institutional capability within GIRoA with direct engagements that range from daily to infrequent contact.
  • Provide direct oversight of the translation of strategic level COM RS correspondence between Coalition, POA, MINDEF, MININT and Senior Governmental Leaders to ensure consistent and accurate messaging between the organizations.
  • Assist COM RS Staff, POA. MINDEF, MININT and Senior GIRoA Leaders with the development, management. and continuous refinement of Policies and Regulations to provide Ministerial and Institutional capability across all areas of policy, execution, and administration within GIRoA.
  • Provide support during events and activities to support and enhance the relationships between RSM/Coalition Staff and ANDSF leaders within ONSC, MoD, NOS, and Mol.
  • Provide support to ANDSF during high level US/NATO official visits i.e. U.S. SECDEF, Chairman of Joint Chief of Staff, COM CENTCOM, Chief of Staff of the U.S. Army, various NATO head of states and their MoD/Chief of defense.
  • Performs other duties as assigned.

Knowledge & Skills

  • Fluency in Dari, Pashto, and English.
  • Must be able to conduct simultaneous translation for the ANDSF during large meetings and key leader engagements with senior RS and Afghan Officials.
  • Ability to effectively create and communicate the results of studies and analyses for senior coalition and ANDSF officials via written reports, briefings, and oral presentations.
  • Perform effectively in a complex strategic environment through influence and interactions.
  • Strong analytical skills using appropriate quantitative and qualitative tools and methods.
  • Automated data processing knowledge including working knowledge of word processing, spreadsheets, graphics presentation, databases, email, and web browsers.

Experience & Education

  • Must have experience working in the command group supporting COM RS.
  • Minimum of 5 (five) years' experience working with coalition military organizations at the tactical, operational, or strategic level.
  • Must have a final (not interim) Department of Defense (DoD) Secret Level Security Clearance prior to deployment and must maintain that clearance.

Physical Requirements/Working Environment

  • Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.
  • Must be able to operate in harsh and austere conditions of Afghanistan

Travel

  • Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan.
