Under general supervision, and occasional direct supervision, performs assignments requiring experience and knowledge of standard concepts within project controls for the preliminary or definitive estimates for projects. Calculates estimates by using processes, labor availability and productivity, and material prices based on historical data. Tabulates cost studies, cash flows, and prospect analysis. Displays core competencies by analyzing possible solutions using standard procedures while developing advanced skills. Skills required for this job are typically acquired through the completion of an undergraduate degree and 2
years of experience, or equivalent work experience in lieu of degree.
DUTIES AND RESPONSIBILITIES:
This position will report to the Principal Estimator, Estimating, Americas functionally and support the Government Services OM&L product line; will be responsible for applying estimating techniques, requiring extensive engineering and estimating experience.
Perform discrete cost estimates in support of new pursuit/cost proposal requests as required in accordance with KBRSI Government Services - Americas Estimating Manual as well as Government Compliance principles associated with cost estimating for government contracting.
This position will provide estimating services for US Government based services/O&M/BOSS projects as follows:
Work with other Estimators and project team members, encourage ethics in estimating, be aggressive yet sound in bid fees, buy downs and margins.
Obtains vendor quotes, and supports the development of detailed cost estimates.
Prepares material take-offs and reviews take-offs provided by others from planning documents or work load data.
Prepare detailed breakdown of components and elements of estimates for systems and subsystems.
Accumulates, evaluates and documents historical cost data for the development of future estimating requirements.
Prepares and reviews final estimates.
Reviews contract documents and contract modifications to determine scope of work and equitable cost allowance for scope changes.
Develop internal review documents and prepares final client bid-sheets.
QUALIFICATION AND EXPERIENCE REQUIREMENTS:
Must have a 4-years university level education (preferably graduate in a technical field).
Proficient (Super User Level) with MS Office (Word, Excel, Access, PowerPoint) and SAP
Experience with and knowledge of the Federal Acquisition regulation (FAR) is preferred.
Must be capable of developing Labor personnel by job classification, material and equipment quantities based on RFP/SOW and workload data in collaboration with respective Subject Matter Experts (SME’s).
Must be capable of working independently under pressure with minimal supervision.
Must be very efficient; detailed-oriented with excellent work ethics.
Familiar with often changing deadlines, inquiries and related pressures and able to handle multiple tasks.
Must interact well with all levels of Project Management and colleagues in other functional areas/departments.
Must be able to provide a strong level of customer service.
Possess a high level of professionalism (preferably graduate in a technical field)

Perform tasks associated with preparing accurate and comprehensive estimates of the assigned projects. Experience with LOGCAP contracts is a plus.
Prepare and review Project Planning Estimates (PPE), Rough Order of Magnitude (ROM) estimates, and cost proposals in accordance with the Estimating Manual.
Prepare fully incurred, partially incurred, alternate methodology proposals in accordance with Federal Acquisition Regulations (FAR 15.4).
Provide effective incurred cost monitoring against proposed costs and disclosure of historical data in accordance to TINA (Truth in Negotiations Act).
Coordinate with Business Development on new project bids; estimate project cost for bids and participate in daily bid activities.
Monitor advance agreements and respond to related Defense Contract Audit Agency inquiries.
Provide responses for audit questions from Internal Audit, Government Compliance or external audits in accordance to Estimating Manual timelines.
Prepare procurement documentation for estimates and proposals; coordinate with procurement department on material and equipment pricing
Download and analyze job ledger cost data on various projects for proposal preparation purposes.
Analyze completed projects to compare estimated to actual costs and determine reasons for any variances.
Verify proposal compliance with Sarbanes Oxley requirements and approved cost estimating system.
Demonstrated strong work ethics, mathematical/analytical skills; excellent written and verbal communication skills.
