Responsible for programmatic, financial, case development and management requirements for existing and future AMCOM SAMD FMS programs. Responsible for the managing of Foreign Military Sales (FMS) programs which involves the continual development, planning, coordination, implementation, and monitoring of all requirements/programs for the designated country. Responsibility includes providing input data or developing information for procurement planning, documents, forecasting for operating programs and monitoring program authority to include coordinating price and availability, funds control, and reprogramming, and analyzing current and projected funding requirements. The work requires a comprehensive knowledge and understanding of the functions, processes, and interrelationships of all areas of system acquisition including research, development, engineering, materiel and maintenance management, procurement, quality/product assurance, test, configuration management, production, and fiscal/budget cycle. Additionally the candidate will assist in the processing of Letters of Request (LOR) and develop Letters of Offer and Acceptance (LOA) and other required documentation to fully develop FMS case programmatic unique support requirements. The candidate will perform duties utilizing the appropriate Security Assistance regulations, policies, procedures and directives in support of the acquisition, fielding and sustainment of AMCOM SAMD managed systems.


Bachelor's Degree with 8-14 years working Foreign Military Sales (FMS) programs with a basic working knowledge of the Security Assistance Management Manual and policies, laws and procedures that govern FMS sales. The candidate should also be familiar with the databases and sources of information utilized to support FMS programs such as Defense Security Assistance Management System (DSAMS), Centralized Information System for International Logistics (CISIL) and Security Cooperation Information Portal (SCIP). Must demonstrate ability to work effectively with high ranking USG and FMS customers’ country representatives on major FMS programs, also manage a team of FMS logistics and financial specialists in the completion of assignments. The candidate should demonstrate experience commensurate with the skills required to perform a wide range of analysis, development of worthwhile recommendations, and prepare clear, succinct reports for management’s consideration. The candidate shall have comprehensive knowledge of Microsoft Excel and Microsoft PowerPoint and shall demonstrate comprehensive knowledge and experience in qualitative and quantitative analysis of FMS Programmatic requirements. Candidate shall demonstrate a strong technical background, and have a strong understanding of the myriad of international agreements and their application to FMS program management. The preferred candidate will be familiar with forms related to MIPRs, Work Requests, Requisitions, CDRLs, DD254s and DD1149s. The preferred individual must have deep understanding of configuration management requirements and responsibilities to apply government-instituted processes for documentation, change control management, data management, and other relevant processes. Some travel, to include OCONUS, may be required. The candidate must have and maintain a secret clearance.
