Description

JOB DESCRIPTION:  
SAIC is looking for an Instructional Systems Designer, to join the SAIC team in supporting the training objectives of the Centers for Medicare and Medicaid Services. The Instructional Systems Designer will work within a team to respond to the training needs of the customer in analyzing, designing, developing, implementing, and evaluating course content, curriculum, evaluation methods and criteria, testing, delivery methods and instructional delivery. These skills will range from soft skills in the use of their delivery and collaboration tools to more specific curriculum content focused on their occupational roles and responsibilities. Frequent use and application of industry practices, techniques, and standards will apply.  

The Instructional Systems Designer is responsible for: 
  • Using an instructional systems design approach to analyze, design, develop, implement, and evaluate instructional and performance improvement material in various formats 
  • Developing and conducting client needs assessments 
  • Conducting needs, audience, task, content, media, and/or technology analyses
  • Developing an instructional design strategy 
  • Developing training plans, course flows, assessment plans, and testing strategies
  • Developing training evaluation plans and instruments 
  • Conducting formative and summative evaluations
  • Developing and maintaining templates, job aids, and standards documents 
  • Developing course content (lesson plans, storyboards) and graphic ideas 
  • Facilitating production flow between instructional design and graphics teams
  • Interfacing with subject matter experts for course content and relevancy of material 
  • Mentoring instructional designers and other members of the development team 
  • Reviewing the instructional soundness, adherence to design and style guidance, and quality of training deliverables produced by the instructional development team 
  • Complying with quality assurance and configuration management practices 
  • Applying the optimal instructional and human learning research to the analysis, design, development, and delivery of training and technical support material
  • Scheduling and assigning duties to subordinates for execution. 

Qualifications

TYPICAL EDUCATION AND EXPERIENCE: 
  • Bachelors and ten (10) years or more of related experience; Masters and eight (8) years or more experience ; PhD or JD and two (2) years or more experience
CLEARANCE REQUIREMENT:
  • Clearance Level Must Currently Possess: None
  • Clearance Level To Obtain: Other Clearance
REQUIRED EDUCATION AND EXPERIENCE:
  • BA or BS, degree in Instructional Systems Design, Instructional Technology, Learning and Development, or a related field and ten (10) years or more of related experience; Masters and eight (8) years or more experience ; PhD or JD and two (2) years or more experience
  • Comprehensive expertise in instructional design and development 
  • Proficiency with MS Office Suite software to create spreadsheets, prepare presentations, reports, and documents 
  • Experience with tools such as AIM CPM/LOM 
  • Strong attention to detail, organizational, multitasking, and problem- solving skills 
  • Capability to manage multiple projects and meet deadlines 
  • Excellent interpersonal skills and a demonstrated team player 
  • Effective written/verbal communication and presentation skills
  • A positive attitude, customer focus, and professional demeanor
  • Proficient with the use of the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) process 
  • Experience with capture tools such as Captivate and authoring tools such as Composica or Articulate Additional
