The Program Financial Analyst participates in the control of costs on contracts. Performs analyses and prepares reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines. Participates in the preparation of budgets and schedules for all contract work and performs and/or assists in financial analyses such as funding profiles, sales outlook, and variance analysis. Ensures adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding to the government. Incorporates contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost baselines. Participates in the assessment of Engineering Change Requests (ECRs)and Engineering Change Order (ECO) proposal preparation, Coordinates with Contracts and Supply Chain Management (SCM) in contract and subcontract negotiations, and customer contact activities to provide for proper program cost and schedule fulfillment in accordance with company policies, legal requirements, and customer specifications. Analyzes and understands Forward Pricing Rates, Cost structure estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness.. Prepares and supports the distribution of contract deliverables. Performs assessment and review of cost and schedule performance for notification and collaboration with PM, Contracts, SCM, and the customer to obtain appropriate authorizations. Performs financial data entry and updates into the company Accounting Systems to accurately reflect program performance, invoicing and payments, cash flow analysis, monthly operating reporting, and annual operating planning.
Role can be hired as a Cost Analyst G07 or Sr. Cost Analyst G08 depending upon experience. The selected employee will need to be available to work in both the Arlington, VA and Dulles, VA locations.
Required skills include: · Experience with financial accounting and reporting systems (2+ years of experience) · Familiarity with the following: Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Foreign Corrupt Practices Act (FCPA), Truth in Negotiations Act (TINA).
·Experience with Microsoft Excel and other Microsoft Office applications ·Ability to work independently and as a member of a team ·Working knowledge of government contract rules and regulations ·Knowledgeable in program control aspects of sub-contract management ·Ability to communicate effectively, both verbally and written, with subordinates, peers, and leaders at all levels of management ·Ability to provide on time and accurate inputs for Program Management Reviews ·Able to build strong working relationships with customer · U.S. Citizenship required. Desired skills include:
Ability to obtain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance desired
Experience with RTN financial accounting and reporting systems desired ( SAP, BPS, BW, PRISM )
Experience with standard government contract financial reports desired (e.g., Funds Management, CFSR, CPR)
Familiarity with Federal Government billing, accounting, and financial procedures desired
·Bachelor’s degree in Finance, Business or a related discipline is required. Two years of experience may be substituted for each year of college.
