Perform tasks related to NAS Kingsville warehouse operations including acting as central receiving for the base, storing and issuing material including off-loading, tallying, inspecting, handling of material. Other support related to the warehouse operations includes receipt processing and packing/crating as well as the coordination of shipping and transportation. The Supply Technician shall update and maintain the accuracy of applicable supply management information databases. The Supply Technician shall receive store and issue items via the current material management system of record. On-site support shall be provided Monday through Friday from 0730-1600. The Supply Tech shall be required to provide after-hours support for the work as based on the historical data for after hours as follows: emergency management and disruptive weather conditions. When directed and authorized by the Contracting Officer's Representative (COR) and/or Navy Technical Representative (NTR) the Supply Technician shall provide support for after-hours issues.

Duties and Responsibilities:

Material Loading/Unloading/Receipt/Storage/Issue/Warehousing Support:
Verify correct delivery address prior to unloading.
Inspect package condition, and unload receipted material.
Inspect package condition for obvious damages, verify number of containers against manifest, notify carrier as required, annotate on the accompanying manifest/Government Bill of Lading (GBL)/Commercial Bill of Lading (CBL) and obtain signature of driver on freight bill to acknowledge the discrepancy.
Stage material for further processing, load materials into and onto Government/Commercial carrier using MHE or coordinating with NAVFAC for crane or heavy weight Material Handling Equipment (MHE) support, and block and brace packed material within shipping containers or trucks.
Be familiar with Military Surface Deployment and Distribution Command (SDDC) freight traffic rules for demurrage, detention, and storage and take appropriate action to keep charges at a minimum.
Inform the on-site Government representative of conditions that shall cause excess charges.
Ship all turn-in flight gear to Naval Air Station (NAS) Pensacola or other designated locations at established intervals.
Provided access after normal operating hours at the request of the COR and/or Navy Technical Representative.
Packaging, Crating, Preserving Material and Transportation Support:
Pack, crate and palletize material for shipment and storage to include placing material and protective packing in appropriate shipping container, including boxes, crates, and skids.
Band, shrink-wrap and weatherize materials if required.
Block and brace items and perform Hazardous Material (HAZMAT)/weapons/ordinance certification in accordance with 49 CFR Chapter 1, Subchapter A, Subchapter C (Part 105-185) as applicable.
Properly label packaged containers to include but not limited to piece, weight, cube and other markings required by the customer.
Use shipping containers provided by the Government, customizable shipping containers to meet Government requirements at both on-site and off-site locations.
Build reusable shipping and storage containers to include incorporating hasps, hinges and latches in the packing.
Review technical drawings and/or specifications to determine optimum shipping container configuration.
Support requests for off-site assessment of packing requirements from authorized customers. Support provided shall include conducting an off-site inspection of materials, providing customer requirements for shipping, and coordinate local delivery of items to the shipping location. Determine if any special processing or handling is required for shipping.
Provide shipping/packing/certification/turn-in/delivery support, to include on and off-site certification support of outbound shipments. Off-site location is still at NAS Kingsville. This is certification support not performed at the Supply Warehouse. Certifications include but are not limited to hazardous material, weapons/ammunition and explosives.
Coordinate Material for Turn-in to Disposal at Defense Logistics Agency (DLA) Disposition Services.
Prepare shipping manifest and verify required information and maintain/distribute turn-in document records as required.
Perform material handling duties, including the use of tools and other equipment, in a safe manner, using safety practices and procedures, and complying with established safety rules and regulations. Safeguard material, items and equipment from unauthorized use or pilferage.
Perform general housecleaning duties in the assigned area.
Perform a daily vehicle inspection on assigned equipment prior to its operation, to include refueling and other preventative maintenance actions.
Provide information and assist completing Process Discrepancy Reports
Process Transportation Discrepancy Reports (TDRs):
Assist processing outgoing TDRs on material received.
Assist with identifying, annotating the discrepancy, document by pictures if necessary for the TDR Electronic Transportation Acquisition (ETA).
Deliver effect movement of consumable and repairable components from Naval Air Station (NAS) Corpus Christi (NASCC), and NAS Kingsville (NASK) and tenant commands through the use of Material Handling Equipment (MHE) (forklifts) and motorized vehicles (van, truck, club-car golf-cart, or flatbed truck).
Sort and stage material for delivery and pickup, ensuring deliveries meet COL 3 regulatory time frames in accordance with Uniform Material Movement and Issue Priority System (UMMIPS) and Naval Aviation Maintenance Program (NAMP) standards pursuant to COMNAVAIRFORINST 4790.2C dated 15 January 2017.
Pick-up material for customers within the local area. The local area shall include NAS Corpus Christi and NAS Kingsville. Support provided shall accommodate and adhere to the customer�¢�?�?s schedule and coordinate pick-ups.
Handling and pick-up of HAZMAT, deliver material to customers within the local area. The local area shall include NAS Corpus Christi and NAS Kingsville.
Generate an outgoing manifest, obtain signature, update current material management system of record and file POD.
Off-load material as coordinated by customer request. The Contractor shall ensure all drivers have appropriate certifications in accordance with the Department of Transportation (DOT) prior to making any deliveries to controlled areas in accordance with base/installation requirements.
Pick-Up Returns and Retrograde: Pick up retrogrades for return to supply. When required, coordinate the use of MHE to arrange pick-up of items. Support provided shall include adherence to customer schedule to include coordinating pickups.
Customer Service Support:
Support the processing of Contractor invoice certification to include: receipt and reconciliation of Contractor-furnished packing list/DD Form 250 and invoice against contract issued via DD Forms 1449/1155.
Reconcile packing list and invoice against contract to verify correct: contract number, contract line items received, quantity received, unit of issue, unit price, total price and freight charges. Identify all invoice, material and service discrepancies and contact the Supply Technician to resolve the discrepancy.
Assist the Supply Technician verify and mark all invoices with the following information: invoice receipt date, material/service receipt date, unit identification code, material/service acceptance date, date forwarded to Defense Finance and Accounting Service (DFAS), and payment due date.
Provide Administrative, Planning, Training, and MHE Support:
Perform tasks related to coordinating and facilitating host programs and maintaining effective liaison with host departments.

Knowledge, Skills and Abilities Required:

MHE operators licensed and operate up to a 15k forklift to move, stack, and load or position material.
Operators licenses motorized vehicles (van, truck, club-car golf-cart, or flatbed truck).
Have appropriate certifications in accordance with the Department of Transportation (DOT)
Knowledge and skills required to plan, control, manage, and successfully complete all functions, tasks and work assignments.
Knowledge of Navy wholesale supply warehousing and distribution operations
Knowledge of Navy warehousing and distribution management support systems
Knowledge using regulatory and technical manuals both paper and electronic
Knowledge of Navy supply procedures and regulatory guidance
Knowledge of equipment and techniques, tactics and procedures required to support Navy warehouse storage and shipping operations
Must be proficient with Microsoft Office Word, Excel, and customer programs.
An extensive working knowledge of the Navy Supply System and skill level current and consistent with new technologies e.g. eRMS, DLA Disposal and One Touch Supply.
Ability to communicate effectively verbally and in writing in English.

Minimum Job Requirements:

Have a favorably completed National Agency Check (NAC).
Ability to possess a Common Access Card (CAC)
Must have a minimum of (2) years of experience using automated warehouse management systems within the past five (5) years.
Must be knowledgeable of Navy supply management principles and regulatory requirements.
Licensed to drive/operate Government owned material handling equipment, sedans and pickup trucks
