The Program office requires a Cost Estimator (CE) to participate in developing cost estimates for new programs or program excursions for the purpose of providing budget planning data. The CE provides expert advice, evaluations and alternatives on the approach for program support.
CE Tasks include:
The Contractor shall provide cost estimating support to all Program Office programs. Cost estimating activities include:
Developing and refining estimates for total program, upgrades, risks, special studies, etc.
Provide expertise in modeling complex cost and fee structures which includes, at minimum, thorough understanding of and ability to model the following: time phasing of award fee, incentive fee, provisional billing, Award Fee/Incentive Fee splits, Award Fee milestone versus periodic, share ration, etc.
Build a cost model for each ECP which recreates the development contractors proposal from the bottoms up to ensure correct application of rates and/or factors; ensure summing and consistency throughout the proposal; update model to accurately account for changes directed by technical staff; update model to accurately account for changes to ours, rates, factors, etc as directed by Contracts and Program Manager; support multiple “what-if” scenarios for multiple SIGINT-level drills that impact every element of cost model
Deliver fee analysis for ECPs - model the fee plan for proposals to identify impacts of USG offers on contractor cash flow; depict the time value of money
Provide quick turn analysis in support of fast paced negotiations
Facilitate the Program Office (PO) ECP process – establish SharePoint repository; articulate and help to enforce the PO approved ECP process, maintain fact finding database; collect, review, and clarify fact finding questions to provide to PO Contracts for distribution to the development contractor; serve as focal point for dissemination fact finding question responses and track resolution status on each question
Utilize cost estimating expertise to translate technical assessments into hour/cost impacts
Provide support to Contracts during pre-negotiations activities and to Contracts, project officer and COTR during contract negotiations, assist with development and delivery of pre-negotiation briefings, aide in developing contract negotiation briefings ensuring consistency with approved pre-negotiation posture
Serve as PO liaison to NRO Cost Analysis Improvement Group (CAIG)
Bachelors degree in related field along with ten (10) plus years of related experience required.
