Principal Systems Engineer: Software Task Manager

Job Summary:
Raytheon is currently seeking a Software Task Manager to join the Missile Defense & Surveillance Software Department in St. Petersburg, Florida. The Missile Defense & Surveillance Software team is a critical source of support of the Cooperative Engagement Capability (CEC) program. The Software Task Manager will provide technical and administrative direction and control for the SW on the CEC program.
The Software Task Manager is responsible for the leadership and management of the software team and the production of a quality product that meets the technical requirements on schedule, within budget, and in conformance with the defined development processes.

CEC provides a real-time sensor netting system that enables high quality situational awareness and integrated fire control capability. Our software teams employ an Agile Scrum process to rapidly design, code, and integrate capabilities on a continuous basis into a mature solution for our customers. Software Task ManagerResponsibilities include:

  • Leading a group of Software Engineers
  • Work with Program Leadership on long term program vision.
  • Work with the Software Department Manager to align program and department goals.
  • Provide oversight and direction to the Software Baseline Manager, Software Process Engineer and Software Configuration Management.
  • Monitor and track metrics to drive program performance and business decisions.
  • Participate in technical reviews.
  • Define, tailor and roll out processes on the program.
  • Support proposal cost estimates and Basis of Estimates (BOEs).

The ability to obtain a SECRET Security Clearance is required.

Required Skills:
  • In-depth technical experience in one or more of the following areas: Situational Awareness, Data Fusion, Radar Software Development, DevOps capabilities
  • 8 years of program-related experience leading software or systems development teams across multiple projects including at least one assignment leading a team of 15 SW or Systems Engineers.
  • Experience with Agile Software Development
  • 10+ years of experience in support of software lifecycle activities
  • Strong experience with C++ and Object Oriented Design
  • Certified Cost Account Manager (CAM) and/or experience with Earned Value (EV) techniques
  • Bidding and estimation of software projects

This position will require an Interim secret clearance or above to start. Except in rare circumstances, only US Citizens are eligible for a security clearance.

Required Education (including Major):
Bachelor's degree in Computer Science, Computer Engineering, Electrical Engineering, Mathematics, Software Engineering, or other related degree.


Desired Skills:
  • DevOps – Familiar with DevOps principals and practical applications
  • Experience working with large software code bases (1+ million lines of code)
  • Experience fostering and engaging in active collaboration with Integrated Product Teams (IPTs) and functional leads
  • Previous experience in the preparation of budgets, schedules, staffing, etc. as required to manage support to programs and initiatives
  • Proactive approach with a demonstrated ability to anticipate actions and impacts
  • Team player with a demonstrated ability to adapt to continually changing situations and responsibilities
  • Raytheon PM Certification Level 6 or ability to obtain within 6 months
  • Ability to establish executable baselines and risk and opportunity management to meet specific financial goals and obligations to the prime, the customer and Raytheon
  • Experience developing new program processes and improving existing processes with tangible benefit to the program
