Raytheon GTS is currently seeking an experienced Cyber System, Chief Engineer for a multifaceted cyber training program. The Chief Engineer serves as the day-to-day primary point of contact between Raytheon and the Customer program chief engineer for the coordination of technical execution activities of the effort.
The Chief Engineer plans, organizes, and administers technical reviews; evaluates the work of staff through subordinate levels of supervision; provides policy guidance to staff; coordinates engineering designs and builds; monitors the day-to-day operations; provides suggestions for all major technical decisions and designs; and represents engineering on the management team. The Chief Engineer is also the primary technical interface to the customer. The Chief Engineer will lead and manage 3 IPT team Leaders.

Position will require intermittent travel within the US.

Required skills:

Must have a current TOP SECRET security classification with the ability to increase to a higher level upon request of the Customer.

Must be a US Citizen in possession of a valid U.S. Passport
Minimum of twelve (12) years of increasing responsibility within the Cyber operations and/or Information Technology (IT) related systems engineering experience.
Minimum of five (5) years’ experience in a Chief Engineer role, or its equivalent, for an Information Assurance, Information Security, or Cyber Security program or project in the past ten (10) years.

Demonstrated experience with managing the engineering effort within an Earned Value Management environment.

Minimum of five (5) years’ experience in multi-discipline programs requiring systems engineering
Demonstrated experience with delivery and sell-off of a cyber-security system to defined discrete criteria.
Demonstrated familiarity with IT systems and their integration with building infrastructure and security systems.
Experience in test engineering of complex systems of systems with large numbers of COTS software and hardware products and custom software configuration items.
Demonstrated leadership experience with excellent interpersonal skills.
Experience with the integration of COTS and/or Free and Open Source Software.
Experience with the application of agile DevOps software development to define, develop, and integrate software solutions in a high tempo environment.
Experience establishing and maintaining working relationships within all levels of the program and its stakeholders including customers, users, and other peer groups.
Project skills including cost, schedule, risk, and opportunity assessment.

Required Education:

4 year degree in a technical or engineering field. An advanced degree in the Candidate’s professional discipline is desired.

Desired Skills:

Holding at least one (1) industry-standard information security management certification from a vendor or product neutral certification entity (e.g., ISC2, ISACA, GIAC)
Holding at least one (1) industry-standard information security technical advanced certification in forensics or auditing from a vendor or product neutral certification entity (e.g., ISACA or GIAC)
Experience with the integration of Systems of Systems, Micro Services and SOA implementations, Cloud architectures, and the use of secure communications infrastructures.
