SAIC is seeking a qualified Budget Analyst to provide Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency (DTRA), Chemical and Biological Department, Advanced & Emerging Threats Division (RD CBS).  The successful candidate will serve as an action officer and advisor for a science and technology portfolio of projects to counter chemical and biological threats, providing support for and coordination of RDT&E acquisition and planning, programming, budgeting, and execution processes. 

This work is located in Lorton, VA. 

The qualified candidate will:

  • Assist with developing and tracking budgets and spend plans;
  • Assist with developing and tracking budgets and spend plans;
  • Assist with tracking project expenditures, supporting the development of funding award documentation and development/maintenance of program review materials;
  • Provide technical and logistical support to the client and be prepared to provide insight for internal taskers;
  • Provide assistance with acquisition/contracting strategy for CBRN projects and programs;
  • Assist with planning, coordinating, and executing stakeholder meetings and tracking project deliverables;
  • Assist with managing and developing the PPBE (planning, programming, budgeting and execution) process as well as developing budget/program briefs;
  • Maintain regular, clear, professional communication and relationships with team members, customers, and stakeholders, including contractors, subcontractors, grantees, consultants, etc. in the CBD community;
  • Track cost, schedule and performance of chemical and biological defense related technical projects to ensure they continue to meet the objectives of the program;
  • Develop, review, and assess documentation (e.g., Alignment Charts; Research, Development and Acquisition Plans; Technology Development Strategy; technical and cost reasonableness evaluations, independent cost estimates, Purchase Request Packages, etc.);
  • Understand capability gaps and assisting in setting project- and product-level strategy and priorities, ensure portfolios are responsive and mapped to program goals;
  • Coordinate and consolidate complex, technical, programmatic, and strategic responses to support division initiatives to a variety of internal and external audiences. Instructions may be vague and require independent initiative and background research;
  • Create products for both technical and senior leader audiences;
  • Review proposals, technical reports, and statements of work to ensure technical validity and evaluate current and emerging protection technologies and facilitate cross-communication regarding program priorities and courses of action;
  • Advise the program team on risk assessment and risk management, technology portfolio and pipeline management, business and contracting strategies, technology transfers, and intellectual property management.


Required Qualifications:

  • BA/BS plus 10 years of relevant experience or MA/MBA/MS plus 8 years of relevant experience:
  • Active Secret Clearance;
  • High-level proficiency with Microsoft Office programs; ability to quickly learn new IT systems and software;
  • Detail-focus, initiative, excellent communication and time management skills.

Preferred Qualifications:

  • PMP Certification from PMI;
  • Knowledge of the DoD Chemical and Biological Defense Program (CBDP) and DoD acquisition policies;
  • Three (3) years of project management and/or acquisition experience in Science and Technology or Research and Development, Testing and Evaluation.
