SAIC is currently seeking candidates for a Policy Analyst Sr Manager.  This positon is located at Offutt AFB and requires an active TS SCI level Clearance.

Qualified candidates will:
  • Assist with advocating and supporting NC2 and GC2 efforts for both USSTRATCOM and Joint Staff requirements through information gathering, fact finding, information organizing, and advising with regard to strategy, and presentation of information to support the government during budget deliberations and Planning, Programming, and Budgeting Execution (PPBE) processes.  

  • All contractor personnel access to PPBE information shall be pursuant to the requirements set forth in contract.   

  • Provide subject matter expertise and assistance regarding senior leader nuclear and national support requirements, nuclear C2 processes, nuclear command post operations, emergency action procedures, NC2 airborne and maritime platform operations, and missile, submarine, and bomber procedures and operations. 

  • Assist the government with liaison activities among the key elements of the NC2 community of interest, including the intelligence community



Must possess a minimum of five (5) years of experience with each of the following:

  • The Joint Capabilities Integration Development System (JCIDS) at the COCOM-level

  • Conducting Capability Based Assessments (CBAs)
  • Developing Initial Capability Documents (ICDs)
  • DOTMLPF Change Recommendations (DCRs) as they relate to NC2 modernization and transformation. 

Must possess a minimum of ten (10) years of experience with the following:

  • USSTRATCOM Emergency Action Procedures (STRAT EAPs)

  • Presidential Policy Directives (PPD) 24, 35, and 40; and appropriate DoD and Chairman Joint Chiefs of Staff NC2 Directives and Instructions.

  • Additionally, each of the referenced contractor personnel shall be able to demonstrate an understanding of critical command and control requirements and operational concepts inherent in each of the referenced documents and be highly competent at articulating interoperable capabilities that underpin the National Leadership Command Capability commensurate with the requisite experience.

Must possess a minimum of five (5) years of experience conducting Capability-Based Assessments (CBAs) on necessary NC2 capability areas and be able to articulate an understanding of the NC3 and NLCC transformation.

Must possess a minimum of five (5) years of experience with the C4/Cyber Functional Capabilities Board and Joint Capabilities Board processes as it relates to GC2 an
