This position will be responsible for the overall subcontract management activities for supplier(s) and could include the some or all of the following activities:

•Creates, executes and manages various subcontract types (Cost Type, Incentive Type, Firm Fixed, etc.), using source selection techniques.
•Participates in development of supplier Statements of Work (SOW), and conducts bidders’ conferences as required.
•Performs cost and price analysis, develops negotiation strategies, and leads negotiations.
•Leads the development and negotiation of collaborative agreements with suppliers.
•Responsible for early subcontractor identification and engagement to support new business pursuits and provide risk and opportunity analysis for early capture.
•Executes to customer requirements including government regulations, public law and Raytheon policies and procedures.
•Leverages industry capabilities to align with technology roadmaps.
•Contributes to the creation of business technology and capture strategies.
•Participates in gate reviews and capture / proposal efforts.
•Leads the Supplier IPT and facilitates relationships between program office/functional organizations and suppliers.
•Utilizes project management skills and techniques (including EVMS) when managing suppliers.
•Develops program supplier risk and opportunity management plans.
•Initiates and participates in supplier assessments and development activities.
•Participates / leads supplier assessments and supplier development activity teams.
•Responsible for strategic supplier relationship management at Business and/or Enterprise level as necessary.

The position is responsible for providing consistent oversight and evaluation of supplier performance, including cost, schedule, quality, technical and financial performance. The position will monitor the overall performance and reporting of the supplier’s daily activities to support the achievement of prime contract requirements and program goals; ensuring continual assessment of risks and opportunities; and supporting active management of these to achieve flawless program execution.

Additional Responsibilities could include but are not limited to:
•Maintain compliance with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
•Develop plans to promote cost reduction initiatives and performance improvements to drive flawless supplier execution
•Development and management of payment plans which meet compliance requirements and support program financial objectives
•Development Pricing Agreements to support execution of requirements in a faster cycle time for high paced program schedules
•Perform risk analysis and develop mitigation plans and develop solutions to problems utilizing ingenuity, creativity and innovation.

Required Experience, Skills & Education:
•A minimum of 4 years’ experience in a similar position which may include progressive work in a contract/subcontract, procurement, purchasing, supply chain or buyer/supplier related role.
•Experience working with Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA)
•Experience interfacing and communicating with all levels within an organization as well as with a large external customer/supply base
•Strong written, verbal and listening skills
•Working within a team environment
•Proactive Communication
•Manage multiple priorities and prioritize requirements
•Bachelor’s Degree in Supply Chain, Finance, Operations, Business or other related field

Desired Skills

•Earned Value and Integrated Master Planning/Scheduling experience
•Experience placing subcontracts and managing contract performance
•Working knowledge of Raytheon’s Supply Chain policies/procedures
•Supply Chain certification (CPM, CPSM, CPIM, APICS, etc.)
•Master’s Degree in Business, Finance, Supply Chain, Operations Management or any major related to the job description
