SAIC is seeking a highly experienced Senior Program Manager to assume responsibility for a complex, single-award IDIQ program specifically focused in the areas of IT modernization, systems engineering, data analytics, statistical modeling/ simulation, high performance computing, computational science/ bioinformatics, applications development and scientific enclave/ endpoint management. The Program Manager has overarching responsibility for all IDIQ deliverables, contract compliance requirements and resolution of performance issues; ensuring all required reporting information is accurate, complete and submitted in accordance with the SOW. Managing such a multifaceted, dynamic contract vehicle, and by extension the associated task orders therein, the IDIQ PM must possess an exceptional strategic thinking and tactical execution skillset that will optimize collaboration amongst the technical teams, reach-back to corporate competencies and ability to leverage both in the context of cutting edge innovation, thus maximizing customer performance requirements while facilitating continued organic growth opportunities. 

Conformably, the successful candidate will maximize contract utilization (ceiling), providing appropriate support from initial identification/ capture of opportunities, on through to proposal submission.  An ability to identify and articulate customer program features, as well their requirements for a compliant and winning submission, is necessary.

S/he must have excellent communication skills, effective interpersonal skills, and a demonstrated emotional intelligence of the highest order; this position interfaces with a broad group of outside constituencies and influential stakeholders across disparate customer organizations.  Sound business judgment and the highest level of integrity are required; experience that exhibits an ability to contribute to fast-paced business environments teams is necessary.

The successful candidate has focused experience developing/ maintaining/ executing an expansive Task Order Management Plan, to include multiple Task Orders with numerous vendors; typical aspects include technical approach, organizational resources and management controls that meet the IDIQ cost, performance and schedule requirements throughout execution.

EDUCATION AND EXPERIENCE:   Bachelors and eighteen (18) years or more of related experience; Masters and sixteen (16) years or more of related experience.  Education in Science or experience in scientific laboratory settings preferred.

  • , complex, task order driven, multi-million dollar IDIQ programs greater than $50M during all phases of execution within the US Government (USG), and/or Federal Civilian Agency, and/or Scientific Computing/ Regulatory Agencies. 
  • 10 years’ or more experience with myriad types of government contracts (FFP, T&M, Cost Plus) and their associated quality management systems; specifically experience in IDIQ and multi-vendor task order based contracts, to include Request for Task Order Proposal (RFTOP) familiarity. 
  • PMP Certification.
  • Must have/ be able to obtain Public Trust.


Desired Qualifications


·       Familiarity with Information Technology (IT) programs using Agile Development (SAFE methodologies); Capability Modeling/Technology Business Management (TBM); or ITIL methodologies preferred.
