Description

SAIC is looking for a Strong Financial Analyst to join our team. A Financial Analyst that can track and monitor the execution of funds for the customer. Monitor/track obligation and execution rates and provide analysis of spending to assure that the component meets customer obligation and spending goals. A financial Analyst that has experience in developing month to month annual and multi-year budgets for multiple programs. Experience with primary organizations financial and contracting tools. Also has experience with the creation of BCR’s and associated documentation.

Qualifications

• 10+ years working with the Sponsor’s Financial System
• Prepare FY spend plans and facilitate discussion with Component and program management on funding needs, prioritization of projects, etc.
• Coordinate and work with the lead Front Office finance officer to satisfy on-going requests, tracking of the customer funds and to initiate/coordinate funding actions (BCRs, SLA agreements, IAAs)
• Identify funding shortfalls and surpluses while providing recommendations to division, branch, and program managers
• Creation of new contract vehicles and associated documentation
• Experience with contractor financial reporting, tracking of burn rates and predictive analysis of contract needs
• Creation of interagency Agreements (IAA) to facility moving funding between differing agencies
• Creation of documentation to support all phases of IAA creation/use
• Familiarity with other government agencies budgeting processes (IC and DoD agencies)
• Experience in the establishment of guidelines and procedures to assure consistent understanding and process across multiple programs
• Experience with the creation of a business plan
• Experience with the development and presentation of roll-ups at the BLI, WBS, Project, and Program component and office level
• Experience with budgetary needs as contracts cross POP dates and as the organization crossed FY boundaries
• Experience with development of impact statements because of budget cuts
• Familiarity and experience with the IPOM, IPBS, and CBJ processes

Desired Qualifications

 

• 15+ years working with a customer /contractor financial system
• Work within the current component toolset (Portfolio Management Tool) to provide reporting for both office, component, and program managers
• There is a potential to have to create a “fee for service” model within our budget. The candidate would require experience here to advise and help the customer team to develop this type of model if required.
