IIS Navigation and Weather Services is seeking a Deputy Program Manager (DPM) to join their Product Support team. In this position, you will serve as a direct report to the Growth Program Manager responsible for a variety of internal and external programs within the Product Support portfolio of programs, including programs within the Secure Communications, Seapower, Command and Control (CSMC2) and Highway Tolling Solutions (HTS) business areas. The DPM supports the Growth PM in the execution of the program area’s growth initiatives, achieving measurable increases in business area bookings and ensuring pipeline development. This position supports an annual bookings target of over $110 M.
The successful candidate will the ability to manage a diverse, multifunctional team and have the primary responsibilities not limited to the following:

  • Manage an annual $1 M new business investment budget
  • Regular interface with internal customers within IDS, SAS and RMS
  • Lead capture activities, including creating and executing customer contact plans, win strategies, and solution development, for internal opportunities
  • As part of capture activities, interface with functional counterparts such as Engineering, Finance, Supply Chain and Quality, holding individuals accountable to meet capture timelines
  • Lead bi-weekly pipeline review meetings for CSMC2 business area
  • Organize Proposal Gates for leadership review and approval, including Gates 0 – 4, consistent with program requirements and IIS policies.
  • Prepare monthly opportunity update reports for Growth PM review
  • Support the Growth PM on capture strategy and proposal development for major pursuits
  • Follow capture processes, plans and procedures to ensure proposal compliance and maximize probability of capture
  • Function as the Growth Program Manger during periods of the Growth PM’s absence.
  • Support other Product Support growth initiatives as required

Required Skills and Experience:
  • Minimum of 6 years of related experience.
  • Prior knowledge working within Defense Industry supporting the product life cycle.
  • The ability to operate independently but still retain the larger company focus
  • Solid negotiating skills and the ability to effect change management
  • Exceptional communication, writing and presentation skills
  • Demonstrated experience leading or supporting proposal teams
  • Proven leadership experience to include leading a geographically diverse team
  • Ability to travel domestically and/or internationally

Desired Skills and Experience:
  • Demonstrated experience in developing and implementing Capture Management Plans
  • Raytheon Six Sigma Specialist or equivalent
  • Demonstrated knowledge of program management processes and tools including EVMS Certification, IMS maintenance, Risk and Opportunity analysis, Change Management, and Control Account Management
  • Leading functional groups in the development of products
  • Raytheon EVMS Certified or equivalent
  • Ability to achieve Raytheon PM Certification Level 5 within 6 months of hire.
  • Prior experience leading, managing or participating in color teams
