Position serves as the on-site Deputy Program Manager supporting the Terminal High Altitude Air Defense (THAAD) Project Office (TPO) for sustainability and supportability of the THAAD weapon system. Coordinates and provides technical direction to logistics specialists, program analysts, training specialists, integration specialists and other sustainability functional experts in support of TPO requirements. Provides technical expertise to government program/product managers and senior directors/officials on cost, schedule, performance, and risks. Develops and analyzes acquisition and program activities to include acquisition plans/strategies, program/business plans, logistics plans, business/competition strategies, program management plans, financial management, cost analysis, management techniques, and documentation requirements. Responsible for overseeing the creation/alteration of documents required for Milestone A/B/C as described in DoD Instruction 5000.02. Develops senior briefings to COL/SES level addressing problems, courses of action, cost/benefit analysis, and recommends conclusions. Provides technical proficiency supporting integrated product teams to resolve complex programmatic problems in dynamic work environment. Creates, coordinates, tracks, and reports on THAAD program management efforts with all THAAD stakeholders. Excellent oral and written communication skills are required. Demonstrated ability to provide on-site materiel acquisition support on Acquisition Category ACAT 1D/C initiatives is required. Demonstrated technical analysis and other experience relating to DoD and industry programs is required. Demonstrated ability to provide direct input in solving issues involving diverse staffs and resources is required. The position requires critical thinking to address acquisition mandates and warfighter requirements. Excellent oral and written communication skills are required. Excellent knowledge, skills and abilities using Microsoft Office is required. Must possess an active Secret security clearance. Requires Bachelor’s Degree in Business or Engineering Field. A Masters Degree in Business or an Engineering Field is preferred. Requires at least 20 years of total experience in acquisition with at least 5 years of experience supporting an ACAT 1D/C program.
