Junior-level management analyst position supporting the Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE) Student Analysis and Operations Center (SAOC) and the School Certification Unit (SCU) within the Student Exchange Visitation Program (SEVP). Conduct studies and analysis of information to assist management in operating more efficiently and effectively. Supports strengthening and improving the tracking of foreign students and exchange visitors in the United States in order to reduce the potential for fraud. Responsible for the collection, recording, and development of decision support content, services, and products. Supports work simplification and measurement studies. Supports the overseeing and management of the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management. Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Responsibilities may include developing budgets and schedules to meet contractual/project requirements for an assigned portion of a program, participating in and establishing and defining program plan requirements, and monitoring and reporting performance against plans to ensure that contractual, cost and schedule objectives are met.
Has proficiency in the Microsoft Office Suite of tools, including Word, Excel, PowerPoint, and Outlook. Able to read and interpret policy, regulations, and directives and uses that understanding to collaborate and liaise with other fee-funded federal agencies. Communicates effectively, both orally and in writing. Has the proven ability to conduct detailed research and analysis of technical data.
Domain knowledge of SEVIS data and structure highly preferred. Has experience working with relational databases. Experience with open source software and Tableau is a plus.
Has a minimum of a Bachelor of Arts or Science degree (degrees in Business Management or Statistics preferred). Has a minimum of two years relevant experience focused on management and analysis of similar data analytics and compliance programs.
The Management Analyst must currently possess or be able to obtain a High Risk Public Trust clearance and be able to obtain a DHS Security Enter on Duty (EOD) clearance. Must be a U.S. Citizen.
