The overall objective of this acquisition is to provide the U.S. Department of Defense (DoD) with subject matter expertise to support services to the Assessment, Monitoring, and Evaluation (AM&E) of the Security Cooperation Program. Expected services include a broad range of assessments and M&E expertise to implement the new AM&E requirements, including expertise in planning and conducting evaluations based on standards articulated by the American Evaluation Association and the Development Assistance Committee of the Organization for Economic Cooperation and Development as required by DoD. It also included access to expertise to facilitate the development of initial assessments, initiative design documents, and monitoring of security cooperation programs and activities. The period of performance is for a 12-month base period and four 12-month option periods.
IBTCI is seeking Senior Program Analysts to support DoD, The Under Secretary of Defense, Policy (OUSD(P)) and DSCA, with Assessment, Monitoring, and Evaluation support, by serving as senior advisors for security cooperation programs and activities. The work will be at Government Continental United States (CONUS) and Outside Continental United States (OCONUS) locations: Washington DC; Colorado; Honolulu HI; Miami/Tampa FL; and Stuttgart, Germany. Must be authorized to work in the Unites States and able to obtain Security Clearance. US Secret/Top Secret Clearance strongly preferred. The positions are Contingent upon Award.
Essential Duties/Tasks and Responsibilities:
In a senior advisory capacity, develop and implement security cooperation programs and assessment, monitoring, and evaluation activities.
Work across departments and with key inter-agency and state partners, the broader security cooperation community, stakeholders, and interest groups.
Advise and participate in assessment, monitoring, and evaluation of security cooperation programs.
Develop, support, and assist security cooperation programs, activities, and initiatives and provides inter-agency coordination in the field of OSD Policy and DSCA
Keep abreast of new policies, procedures, regulations, directives, and recommends changes to the agency; perform other duties as assigned.
Preferred Knowledge, Skills, and Abilities:
Knowledge of assessment, monitoring, evaluation, and data collection.
Experience working with DoD security cooperation including DSCA, NORTHCOM, EUCOM, INDOPACOM, SOUTHCOM, CENTCOM organizations preferred.
Ten years of experience developing and implementing DoD security cooperation policies, procedures, and programs.
Subject matter expertise with DoD in the functional areas of security cooperation strategy/policy, defense institution building, logistics, human resources, operations, and Security Sector Reform/civil sector
Must be authorized to work in the U.S. and have the ability to obtain a Security Clearance.
Education: Bachelor degree in Arts and Sciences
Working Environment: Work typically performed in an office environment.
Physical Requirements: Largely sedentary that requires the ability to speak, hear, see, and lift small objects for up to 20 lbs.
Supervisory Responsibility: may have supervisory responsibilities.
Travel: International travel may be required.
Work Authorization: Candidate must be authorized to work in the Unites States and able to obtain a Security Clearance.
