ManTech International Corporation is currently seeking a Product and Services Manager to be part of the PMO Team for the Persistent Cyber Training Environment (PCTE) Program. The PCTE program is focused on delivering innovation to advance the cyber domain.  

The PCTE mission is ground breaking and revolutionary in nature and involves innovate thinking and making connections across complex innovations, ideas, and thoughts. You will be contributing to a solution which will define the U.S. cyberwarfare doctrine and the practical underpinnings related to U.S. Military’s cyber capabilities. 

You will contribute to developing a world class cyber training asset for the U.S. military using a best of breed integrated approach to provide individuals and teams to train as they fight. You will be part of an elite team helping design, build, deliver, and manage an interconnected and multi-domain cyber platform to assess the readiness and capabilities of the DoD Cyber Mission Forces.? This position is not for the faint of heart. The selected individual will contribute to an integrated team tasked with the design, development, integration, installation, test, operations, sustainment, and training on behalf of PEO STRI and the
program’s end users. 

 

Responsibilities:

  • Oversees the implementation of the PCTE wide tactics and strategy;
  • Architect and design cloud and infrastructure solutions in support of ManTech cyber IT programs;
  • Build a vision, understanding and defining requirements, designing practical solutions,developing supporting business cases and implementing such solutions for clients;
  • Aligning client needs with the ManTech Cloud and Cyber Services capabilities and solutions;
  • Lead infrastructure architectural solutions in support of PCTE, ManTech Clients and future clients to drive solution development;
  • Engage with vendors and third parties on application, technical, and infrastructure architecture design;
  • Contribute to the solution architecture to integrate processes and systems in order to maximize value and impact associated with the solution for the client;
  • Understand technical applications that includes the enterprise class application architecture, IT technology standards, development standards and application technologies with a specific specialization in architecture and high level design and system development;
  • Prepare and present complex written and verbal materials and defining resource requirements, project workflow, budgets, and overall contracting structures;
  • Lead and/or facilitate teams and developing client proposals, leveraging extensive business development, industry knowledge, relationship management and analytical skills with the ability to translate complex problems into simple and actionable tasks;
  • Identify and address client needs by developing and sustaining deep client relationships using networking, negotiation and persuasion skills to identify and mature opportunities to close; and,
  • Coach and manage staff including providing timely, meaningful written and verbal feedback.
  • Fosters a business-oriented, service culture and mindset driven by continual service improvement techniques.
  • Lead the assessment of external and internal infrastructure capabilities required to achieve desired business goals.
  • Lead the development of the infrastructure aspects of the I&O strategy and roadmap, and ensures its integration with the broader technology and enterprise strategic plans.
  • Oversees infrastructure availability plans to ensure 24/7/365 continuous operation of clients mission-critical applications.
  • Collaborates with peers in each program to ensure that the infrastructure enables necessary applications and business processes.
  • Builds and maintain relationships with other department leaders to develop a clear understanding of business needs; ensures cost-effective infrastructure solutions are in place to meet those needs, and is able to respond with agility to changing business priorities.
  • Provide input on spending the technology budget, considering capital and operational expenditures, and making recommendations on changes to support & service contracts.
  • Maintain currency on new technologies and platforms, and provides direction on what emerging infrastructure technologies should be introduced, integrated, and assimilated within I&O.
  • Manage the portfolio of infrastructure assets and services from purchase or adoption through retirement.
  • Lead the infrastructure engineering team's involvement in the department’s innovation efforts and its role in experimenting with new solutions to take advantage of business opportunities.
  • Support the I&O sourcing strategy, working with infrastructure vendors and partner relationships to maximize value and ensure smooth operation.
  • Lead with a “people-first” philosophy: leading by example, coaching rather than commanding, ensuring each team member identifies and then meets individual personal growth objectives.
  • Work with leadership team to forecast future skills needs to acquire and develop an cyber range workforce with the appropriate mix of business knowledge, technical skills, and competencies. Works toward a balance between growing the agility required to achieve digital business objectives and ensuring the core IT functions are reliable, stable, and efficient.
  • Assist in the identification, acquisition, and development of key technical leadership and staff members across ManTech cyber range programs.

Qualifications:

  • Must have a Bachelor's Degree in STEM or equivalent and 8 to 10 years of related experience. In lieu of a degree, you must have a minimum of 12 years of related experience. 
  • Must have experience managing a team of 10 or more.
  • Exceptional leadership skills, with the ability to communicate a vision that inspires and motivates infrastructure engineering staff and aligns to the technology and business strategies
  • Ability to instill confidence in the ManTech Leadership, and to contribute to the awareness of the business value of technology
  • Effective collaboration, influencing, and negotiation skills in an environment where resources may not be in direct control of this role
  • Excellent analytical, conceptual thinking, planning, and execution skills
  • Strong infrastructure acumen, including cross-domain knowledge and preferably earlier career experience in a technical infrastructure role, such as a system administrator
  • Deep understanding of current and emerging infrastructure technologies and how other enterprises are employing them
  • Success in working with both traditional practices, such as technology service management, as well as modern methods, such as DevOps, Software Defined Infrastructure, and Containerization, that are optimized for agility
  • Demonstrated ability to develop and execute a plan that ensures that the right people are in the right roles at the right time, and that employees are highly engaged and satisfied
  • Strong vendor management and partner relation skills to identify and leverage internal and external resources of the enterprise to enhance capabilities that support business objectives
  • Ability to drive organizational change and build applications and services that effectively balance the need to continuously exploit capabilities to optimize operational efficiency with the need to deliver innovative and agile and operational solutions to enable the business to explore new opportunities
  • Excellent verbal and written communication skills, including the ability to explain technical concepts and technologies to senior leaders and business concepts to the DevOps workforce.
  • Assist in the identification, acquisition, and development of key technical leadership and staff members across ManTech cyber range programs.
