Job Summary:

Business Development – International C2 Programs

Business Development at Raytheon operates in a dynamic, complex fast paced based business environment to deliver comprehensive C2 solutions to both commercial and Government customers, both domestic and international pursuits and programs. This position is located in Fulton, MD.

As part of the Business Development Team, this position will lead the business development efforts for international Multi-Domain (Air and Maritime) C2 Programs and is responsible for synchronizing shaping and capture activities with the functional components of the organization, overseeing success in all aspects of messaging, proposal development and support, and ensuring successful hand-off for program execution.

Additionally this position focuses activities and coordinates assigned efforts to meet allocated annual operating plan targets for bookings, sales profit and cash.

This person excels in managing internal and external customer relationships and leading dynamic groups to deliver high quality innovative work.

Responsibilities include:

  • As part of the Business Development Team, guides the overall capture operations of international C2 Programs business area focused on air and maritime C2

  • Coordinates with the other functional areas (such as Program Managers (PMs) and Engineering) to ensure complete and thorough responses in proposal preparation, statements of work and specifications development, product/service cost estimate preparation. Supports Contracts on the negotiation and scoping of contracts for programs

  • Routinely meets with prospective customers to understand and shape requirements to improve the position of the product line for ongoing success and provide feedback to improve the competiveness of the product line in air and maritime C2

  • Coordinates with other Raytheon business units for capture activities for International offerings in Integrated Air and Missile Defense (IAMD), Maritime Domain Awareness (MDA) and other pursuits

  • Maintains awareness and recommends product positioning based on trends in Air and Maritime markets to include expansion into adjacent market spaces

  • Coordinates with functional support areas, Program Management, Contracts, Finance,
  • Engineering, etc., to achieve program success while mitigating corporate risk for captures

  • Position will require 30 to 40% domestic and/or international travel



Required Skills:

  • 10 years progressive experience in international business development and/or equivalent defense industry or military experience in the Command and Control domain

  • Known leader with key government & prime customers and/or ability to rapid re-establish contacts. Able to develop business plans for long term growth

  • Experience with US military in Region/Country and knowledge of how they interface with Defense Forces and government decisions makers

  • Knowledge of USG foreign and security policies, including USG export requirements (ITAR, etc.) and procedures (FMS, etc.)

  • Program/project management, interpersonal communication team building and the ability to collaborate across the business. Ability to interface at the Director, Vice President Level and above.

  • Intelligence gathering and assessment of market segments, customers, competition, including realistic assessment of opportunities, status updates, and partnerships.

  • Identification of funding line items on program aligned with US Government budgeted line items

  • Innovative thinker with strong initiative

  • Systems solutions thinker to address customer needs

  • US Citizenship is required

  • Existing Secret or Top Secret Clearance


Required Education:

  • BS degree in a relevant discipline

Desired Skills:
  • Master’s/MBA desired education
  • 10+ years of experience with operations related to Air and/or Maritime domains
