Mission Systems & Sensors (MSS) is seeking a Senior Program Manager (PM) to manage a large development program in the MFRFS (Multi-Function Radio Frequency System) product line in McKinney, TX. This is a critical leadership team position for the quickly growing product area in IDS (Integrated Defense Systems) MSS. The specific Product area is a rapid turn design, production and sustainment product area. Our success in the past few years has enabled very strong growth in our 5 year plan. This PM will report to the MFRFS Product Line Director and will partner with the other product line Program Managers to ensure collaboration and knowledge sharing among them. This PM will manage the rapid turn design of prototype radars while also positioning the products for future production. This position is responsible for all aspects of cost, technical and schedule performance of assigned efforts and will manage day to day activities to meet internal and external commitments. The PM will work with the leadership team to develop key strategies in the development of suppliers, Make/Buy studies and production synergies with other Radars products.
Responsibilities include, but are not limited to:
Sets program strategy, vision and tactical direction for program execution by multifunctional team(s) and sub-contractors.
Sets milestones and monitors adherence to program master plans and schedules.
Proactively identifies potential problems in sufficient time for corrective action to be taken
Supervises and integrates the performance of the program Integrated Product Teams (IPTs) and functional organizations
Establishes and maintains strong customer, user/stakeholder and partner relationships
Coordinates with other organizations/business areas within Raytheon, where applicable, in the development of total mission solutions
Responsible for regular reporting to senior leadership on program performance, Annual Operating Plan (AOP) forecasting, monthly operating reviews (MORs) and quarterly Estimates at Completion (EACs)
Responsible for meeting contractual commitments including the financial, quality, technology, and schedule performance using the approved business model management tools including Earned Value Management System (EVMS), Integrated Product Development System (IPDS), Process Re-Invention and Systems for Manufacturing (PRISM), Risk & Opportunity, etc.
This position requires an active U.S. Security Clearance. Except in rare circumstances, only U.S. citizens are eligible for a security clearance.
Minimum of 12 years of prior relevant experience
Program management or related experience
Knowledge of radar systems
Understanding of government contracting requirements such as: Federal Acquisition Regulations (FAR), and International Traffic in Arms Regulations (ITAR)
Understanding of Department of Defense (DoD)/Military (MIL) standards and the military equipment acquisition and qualification process
Experience working with EVMS, IPDS, Integrated Master Schedule (IMS) and Risk & Opportunity Management
Experience with the defense acquisition processes for systems
Program Management Excellence (PMX) Level 3 Certified, or ability to obtain certification within 6 months of hire
Active Secret Security Clearance (DoD)
Ability to run teams of over 50 people across multiple functional disciplines
Experience running programs of over $50M in annual sales
Experience with leading and managing a successful, large complex program or equivalent
Experience in building and leading a multi-disciplined team including members from Engineering, Operations, Integrated Supply Chain, and Quality
Experience interfacing with Corporate senior leadership
Strong ability to effectively and proactively communicate with internal and external constituencies
An advanced degree or MBA is desired
Export/Import (EX/IM) experience
