Job requirements description
The Intelligence, Surveillance and Reconnaissance Systems (ISRS) Software Engineering Director will work in partnership with the Software Engineering Center Manager and the ISRS Business Area Chief Engineer in leadership of the 200+ software engineers supporting Space and Airborne Systems programs in the ISRS mission area. In addition, the Director will be directly responsible for coordination and oversight of the software departments that support the ISRS Mission area. This mission area performs full life cycle development across multiple radar and electro-optical/infrared product lines with a total value of over $2 billion. This role will report directly to the Software Engineering Center Director and will manage the Department Managers and Senior Technical Staff supporting ISRS. The position is based in our McKinney, Texas office, and it requires an Active Secret Clearance. The primary locations of ISRS programs include the Dallas, TX and Los Angeles, CA areas, so some travel will be required.
This role requires detailed knowledge of modern software development processes and methods and application of solid program management and systems engineering principles to all phases of the life cycle from capture to operations and maintenance. Prior experience must include demonstrated success in deploying Agile and lean techniques to real-time embedded software development and implementing change in an organization. This position, with the support of the department and section managers supporting ISRS, is responsible for providing engineering leadership to ensure that cost, schedule and technical performance comply with program needs and the software processes.
In addition to responsibility for the software development activities in the ISRS mission area, the Director may be asked to focus on center wide initiatives as directed by the Center Manager. You will perform functional management tasks and be actively engaged in the technical and/or programmatic aspects of cutting edge surveillance programs. Functional engineering leadership tasks include ensuring adequate resources (personnel and assets) are dedicated to programs, providing technical guidance, developing career paths, facilitating alignment with engineering command media, leading productivity improvement and risk mitigation initiatives, performing other functional duties in support of the normal operations and providing cost estimates for proposal activities including basis of estimates.
As a partner in managing the Software Engineering Center, the Deputy Director will help manage the day to day activities to support successful alignment and ownership of the Software Engineering areas of responsibility. Specific responsibilities include:

  • Ensure compliance to defined software processes and analyze performance metrics.
  • Initiate root cause analysis, and identify and implement correction action as required.
  • Apprise the Center Manager of issues related to execution within the Center.
  • Review and approve software estimates (both initial bids and estimates at complete) for the Software Center Manager.
  • Overall management, oversight and staffing of software personnel supporting ISRS.
  • Coordination with the product line directors, program managers and chief engineers within ISRS to resolve software execution issues.

Required Skills
  • 14+ years of software development and engineering leadership experience
  • Experience throughout the full development life cycle with real-time embedded software development integrated with hardware into a complex system
  • Experience with software cost estimation techniques, software performance metrics, and modern software development practices including Agile and DevOps
  • Demonstrated performance in supervisory/line management positions, including technical leadership, performance development and career development
  • Demonstrated performance in program leadership positions with responsibility for cost, schedule and technical performance to meet contract requirements
  • Ability to travel 25-50% of the time and at times on short notice
  • Active Secret Clearance

Desired Skills
  • Prior experience as a Software Lead on a large (over 100 software personnel) development effort
  • Program Management and Control Account Manager certification
  • Strong people and “change agent” leadership skills; process improvement background such as Six Sigma
  • Accountability and drive; ability to make decisions; effectively delegate tasks and meet challenging deadlines
  • Active Top Secret Clearance and/or SSBI


Required Education
B.S. in Software Engineering, Computer Engineering, Computer Science, or other related engineering and science degree with relevant software development experience.
