Job Description: IDS MA Centralized Proposal Team
As a member of the Mission Assurance (MA) proposal team, you assist the MA Centralized Proposal Lead, the various Quality Program Leads and IDS business with all bids and proposals for MA. This is a key MA role and a fast track to learn about all the business opportunities in the IDS pipeline and improve your business acumen. You will collaborate with functional organizations and proposal teams to drive affordable and defendable bids. You will work at various levels of the organization and across the enterprise to generate solid bids using proposal experience, effective analytical capabilities, and communications skills. You will be required to be involved in the whole proposal and bidding life cycle to generate the highest quality and compliant MA bids. You will provide MA Basis of Estimates (BOEs) and process compliance to meet tactical and strategic objectives for various types of key and complex proposals. This will include BOEs that pass health team reviews, compliance to proposal requirements, responses to customer requests, etc..
We have an immediate need to fill this role in one of our New England IDS locations. You will have to effectively communicate remotely with teams across the enterprise and be committed to meeting proposal milestones. This role requires you become familiar with Raytheon and IDS proposal and bidding processes and tools but also integrate industry best practices through experience and research. Mission Assurance is a result-based culture with a strong focus on continuous process improvement including the MA proposals and bids.
This position can be a Salary Grade G09 or Salary Grade G10 based on the candidate’s qualifications as they relate to the skills, experience and responsibility requirements for the position.
Report the status of proposal including associated bid artifacts
Execute to plans and communicate status
Review associated processes and procedures and identify any improvement opportunities
Analyze trends, address root cause corrective actions and recommend improvements to the overall performance and results
Recommend methods and tools that enable the sustainable
Effectively communicate and collaborate within the proposal team and across the enterprise
Generate high quality and compliant MA basis of estimates in the applicable IDS tool sets
8+ years experience in Quality or Proposals
Experience with quality systems, ISO/AS 9100, CMMI, quality concepts, Lean, or statistical tools
Experience working on projects and using associated tools
Experience with Microsoft Office Suite
Experience with preparing and presenting briefings
Excellent attention to detail, coordination, time management, written & verbal communication and presentation skills
High energy, dedicated, self-starting team player who is results-based
Ability to build effective relationships through partnering and collaboration with internal and external customer
Ability to operate in a dynamic and challenging, team oriented environment
Ability to obtain a secret clearance
Experience in proposals and bidding
Experience with proposal tools
General understanding of commercial and aerospace/defense regulations and standards
General knowledge of aerospace /defense products and systems technologies
Good general knowledge of industry technical standards
Strong Quality Science skills in data analysis, root-cause analysis, and corrective/preventive actions
Six Sigma, Lean and / or American Society for Quality (ASQ) Certification (CQE, CQM/OE, CSQE, CQA, CRE, etc.
5+ years’ experience in continuous improvement processes such as Six Sigma and / or Lean Methodologies
Strong Planning, Facilitating and Team-coordination skills
M.S. degree in Engineering, Science, or Mathematics desired
Ability to communicate in a second language
