The Phalanx/SeaRAM Design Agent Program Manager will be responsible for the sustainment and growth of the Phalanx/SeaRAM Design Agent Contract for Domestic and International customers. This position will be located Louisville, Kentucky or Tucson, Arizona and will require occasional domestic travel. This role will report to the Sr. Director of the Phalanx/SeaRAM program within the Intermediate Short Range and Defense Systems Portfolio.

Accountable for the planning and execution of key projects on Technical Instructions (Tis), including working technology refresh initiatives and resolving obsolescence issues.
Responsible for meeting cost and schedule requirements, as well as Profit and Loss, on the design agent program with a contract ceiling of up to $85M/ year.
Establish relationships with government customers, key industrial partners, internal business leaders, including the SNS leadership team.
Organize, maintain, improve, and focus all aspects of Design Agent resources for the achievement of program objectives.

Determine priorities, interpret and apply company policies, establish and execute long-term strategic goals, and recommend organizational objectives for desired results.

Collaborate across multiple functional organizations for the achievement of program goals.
Responsible for execution of program content to meet customer requirements and achieve internal financial objectives.


  • Minimum of 10 years experience; preferrably in international/domestic development or production of
    defense systems
  • Experience managing risk, cost, quality, and schedule performance effectively
  • Experience with IPDS and program development lifecycle
  • Highly effective communicating verbally and in writing at all levels of the organization
  • Ability to obtain Program Management Certification Level 4
  • Highly effective interpersonal organization and teamwork skills
  • Strong ability to manage numerous projects, priorities and personnel
  • Existing DoD Secret Security Clearance

  • Working knowledge of Life Cycle support and program business finance processes
  • EVMS Certification
  • Existing Raytheon Program Manager Level 4 Certification or above, or equivalent industry certification, with ability to obtain Program Manager Level 3 Certification
  • Ability to lead in an agile environment
  • Familiarity with DoD and US Navy acquisition and program management
  • Demonstrated success working with multiple levels of employees in a matrix organization
  • Understanding of ITAR, licensing, and compliance requirements
  • International program experience
  • Demonstrated success working in a teaming environment with military customers
  • Existing Secret clearance with ability to be cleared to Top Secret and special program accesses
  • Advanced understanding of the DoD acquisition environment and processes
  • Extensive understanding of threats and operational environments of U.S. DoD services, primarily the U.S. Navy and U.S. Army, as well as key allied nations.
DEGREE REQUIREMENTS: Bachelor’s degree; Preferably in Engineering or other related technical discipline.
