Job Description The Whole Life Engineering Directorate (WLED) is made up of several disciplines whose main objective is to influence hardware and systems early in their life cycle to assure effective operation, reliability, maintainability and economical ownership by the customer and end user. The Raytheon Site Manager serves as the Raytheon in-country lead for the AN/TPY-2 (Forward Based) program. This position has overall responsibility pertaining to the operations, test, training, maintenance, quality/mission assurance, security, safety, finance, and administration support. The Raytheon Site Manager provides clear and concise direction to site personnel in order to keep them focused on the missions set forth by the Missile Defense Agency (MDA). In order to provide optimal mission support, the Raytheon Site Manager keeps the lines of communication open to the CONUS Raytheon Management team. The Raytheon Site Manager will perform a short orientation period with the CLS Program Management Office and then deploy and remain with the radar at the international location for a minimum of one (1) year. NOTE – This role will require forward deployment to the international location, under terms of a Memorandum of Understanding (MOU)/Long Term International Assignment managed by Raytheon International Assignment Services (IAS). This position is located in Be'er Sheva, Israel. This assignment will be at least one year in duration and is unaccompanied.
The candidate must have an existing secret clearance and a current US driver’s license and be able to work autonomously, with little supervision. This position will be a level G11 salary grade based on the candidate’s qualifications as they relate to the skills, experience and responsibility requirements for this position.
Salary Grade G11 Location Israel Responsibilities include, but are not limited to:
Provide management direction to an Operations and Sustainment (O&S) Team for systems operation, tests, and maintenance.
Coordinate activities with the Radar & Site Operations Cross Product Team (CPT) Lead and other Program Integrated Product Team (IPT) Leads, as needed.
Maintain open and clear communications with the Program Management Office (PMO) for communicating status, requirements, and any issues that develop.
Provide single point of contact for customer interface to US agencies and Host Nation representatives, as required.
Manage local on-site infrastructure, including personnel, housing, transportation, communications and security.
Initiate strategies for establishing relationships and managing local subcontractors.
Develop Raytheon reporting schedules pertaining to funding status, including master project schedule and earned value system.
Ensure Raytheon directives, policies, and procedures are implemented and enforced
Ensure Raytheon personnel are cross-trained to the greatest extent possible by working with Radar O&S personnel, Logistics Operations CPT, and IIS training personnel.
Establish, approve and monitor the working hours, overtime and procurements for all site personnel to insure personnel stay within authorized budgets.
Basic Qualifications/Required Skills:
10 years’ experience and demonstrated knowledge of systems and processes related in areas such as: Contracts, Procurement, Program Planning, Cost Control, Design and Development, Manufacturing, Engineering, or Quality systems.
Experience in forming and leading multidiscipline teams
Experience in project management
Current security clearance
Ability to be flexible with related work assignments to include deployment to work locations at various sites both nationally and internationally.
Self-starter who is proactive in determining goals and objectives and pursuing the necessary course of action.
Strong written, oral and presentation skills.
Previous international experience dealing with deployments and working in foreign locations.
Experience with MS Windows operating system and MS Office products.
Experience in preparing customer and/or management level briefings.
Experience in schedule development, action item management, requirement change management and overall development and progress metrics.
Experience establishing and maintaining working relationships with all levels of the organization, CPT members, other IPTs and supporting functional organizations.
Bachelor’s degree or multiple years of relevant field experience may be considered in lieu of a degree. (Two years related work experience can substitute for one year of education).
