DML-ES Support Services: Systems Engineering Manager

Manage the Systems Engineering effort on a large program providing IT Operations support for a globally distributed legacy system, cloud-based modernized replacement system, phase-in/phase-out support from legacy to replacement, IT operations for approximately end user devices, Information Assurance/Cybersecurity for all systems in suite. Environment includes approximately 1,000 servers (approximately 75% virtual, mix of Windows and Linux), 300 end-user workstations with an estimated growth between 20-25% through the end of the contract. All work performed on site at Ft. Detrick, MD. Reporting to the Program Manager, provide leadership and oversight to Systems Engineering team, assisting in executive reporting, managing customer expectations, and planning. Ensure Systems Engineering disciplines are integrated and leverage proven modern technology tooling/standards to reduce operating costs and form a structured systems development life cycle process that considers both the business and the technical needs of customers with the goal of providing a quality product. The environment and related development contract are leveraging DevSecOps, Scaled Agile Framework (SAFe), in an early stage of maturity.

The Systems Engineering team will play a critical role in technical engineering working groups and IPTs and must advise, guide, and collaborate with customer organizations regarding system and software architecture, mobile application infrastructure technologies, system hardware, operating system, storage, middleware, networking, database technologies, and systems engineering processes and disciplines.

Required:

  • Must possess or be eligible for a DoD CAC, and Secret Clearance (existing strongly preferred)
  • Experience with one of: DevOps, Agile methodology (experience with both preferred)
  • Experience with globally deployed client server and web based applications
  • Must possess (or obtain within 6 months) at least one of the following certifications: A+ CE, CCNA-Security, Network+ CE, SSCP (for compliance with DoD 8570.01-M IAT Level I)
  • Must also possess (or obtain within 6 months) at least one of the following certifications: CASP+ CE, CISSP (or Associate), CSSLP (for compliance with DoD 8570.01-M IASAE Level II)

Desired:

  • Experience coordinating and collaborating with multiple groups involved in the software engineering process from requirements development all the way through deployment.
  • Ability to represent the Systems Engineering team in technical review and architecture review meetings
  • Ability to manage a team of 6 or more System and Database Engineers
  • Experience with multiple Agile approaches including Scrum and Kanban
  • Experience with Medical Logistics or Logistics (especially DMLSS and/or LogiCole)
  • Experience with Defense Health Agency
  • Experience with Veterans Affairs
  • Experience with Cloud (especially AWS)
  • Experience with JIRA and Confluence
  • Experience with Kanban implementations
  • Experience with Oracle, Postgres, MongoDB
