Job Description:

In this high-profile, multi-faceted position, you will work in a matrix environment providing procurement advice and negotiation assistance to support Raytheon Missile Systems’ ~$3B global annual supplier spend. You will work with top professionals across Raytheon and the aerospace and defense industry, and you will coordinate and collaborate closely with Raytheon’s Office of General Counsel to resolve many complex and diverse issues related to our dynamic and global Supply Chain.

Utilizing your exceptional creative and critical thinking skills, you will advise Supply Chain employees and oversee the negotiation of subcontract terms and conditions, agreements, supplier contractual problems, claims, & disputes, proprietary information agreements, intellectual property licenses, requests for equitable adjustment, terminations and other supplier-related actions. You will interface directly with our suppliers’ leadership and legal advisors, negotiating win-win solutions.

In this role, you will not only advise Supply Chain employees but will also be a key player in educating and mentoring them and growing their knowledge of Raytheon standard terms and conditions, subcontract requirements, and government rules and regulations. Consequently, you will be expected to provide expertise in areas such as Truthful Cost and Pricing Data requirements, Federal Acquisition Regulation (FAR), DoD Federal Acquisition Regulation Supplement (DFARS), Uniform Commercial Code (UCC), Cost Accounting Standards (CAS), the use and protection of proprietary information, and even subcontract financing.

Required, Skills, Experience & Education:

  • 8+ years’ overall business and/or legal experience, preferably at least two years’ experience in government procurement, either on the sell or buy side
  • BS/BA with any major related to this job description
  • Experience managing contracts or subcontracts and in drafting and negotiating terms and conditions of solicitations, purchases, agreements, and licenses
  • Knowledge of and experience in the areas of the FAR, DFARS, and related laws and regulations affecting government contracting, such as CAS; Truthful Cost and Pricing Data requirements; commerciality determinations; competitions; etc.
  • Proficiency in providing clear and concise procurement advice, along with the ability to recognize second-and-third-order consequences and assist others in planning accordingly
  • Proven competence in delivering practical solutions that can readily be implemented to provide the best protection and benefit to Raytheon under the specific circumstances
  • Top-tier communication skills, including demonstrated writing expertise
  • Ability to obtain a DoD clearance if required by the business
  • Flexibility to travel to Raytheon sites when required

Desired, Skills, Experience & Education
  • Experience providing procurement and negotiation assistance to Supply Chain
  • Working knowledge of laws and regulations governing global trade, such as the Foreign Corrupt Practices Act (FCPA), the International Traffic in Arms Regulations (ITAR), and applicable export/import laws and regulations
  • Experience with and a basic understanding of intellectual property issues, including protection of proprietary information, software licensing, and the DFARS data-rights provisions
  • Working knowledge of U.S. Government contract-related audits and inspections
  • Experience mentoring and training individuals in the subject of Government contracting and how it relates to subcontracting
  • Experience with the claims process
  • JD preferred; MBA is a plus
