Description

Program Acquisition Analyst requiring independent judgment, discretion and/or creativity. Collects data, analyses and/or develops program acquisition activities such as acquisition planning, proposal pricing, financial management and program security requirements. The analyst will plan, develop and establish the contractual strategy, review or prepare Contracts Requirements Packages (CRPs) and manage contract actions for the product office within the PM UAS organization. The analyst will act as liaison between the product office and the Contracting Command. Senior level analyst with major system procurement, contracting and acquisition experience. Develops, analyzes and supports acquisition of Unmanned Programs of record, Products, subsystems and developmental Unmanned systems or subsystems. Coordinate and develop complete contract requirement packages for major weapon systems consisting of Justifications and Approvals (J&As), Acquisition Plans, Acquisition Strategies, Competition Advocates Shopping List (CASL) records, Market Research reports and Commerciality Determinations, service acquisition strategies, source selection plans and Undefinitized Contract Actions (UCAs). Support development of Requests for Proposals (RFPs) to vendors/primes to include input to the performance work statements (PWS)/Statement of Work (SOW) and associated Contract Data Requirements Lists (CDRLs). Develop and track realistic acquisition schedules and upload and maintain data in the acquisition milestone database. Coordinates activities with other Program management, technical, logistical, legal and other functional personnel to improve internal processes and procedures and assure better buying power initiatives are achieved.

Qualifications

Bachelor’s Degree and 12 years of experience in the field or in a related area. Familiar with a variety of the field’s concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals and independently performs a wide variety of complicated tasks. May provide consultation on complex projects and is considered to be the top level contributor/specialist.

Secret Security Clearance required.
