Weapons System Liaison Officer


Job Duties:

This position requires a broad background in logistics support with substantial experience in Foreign Military Sales (FMS) program management. The selected applicant will work directly and daily with Kuwait Air Force (KAF) senior officers to ensure that any program issues are understood and that the KAF is aware of efforts to resolve technical, supply, training, or support problems. The selected applicant will function as Naval Air Systems Command (NAVAIR) PMA-265 Deputy Weapons System Liaison Officer (WSLO).

The selected applicant will also serve as PMA-265-12 in-country representative for program coordination and liaison with NAVAIR, KAF, and OMC-K offices for program coordination, support SMEs for ILS areas of Avionics, Power and Propulsion, and maintenance planning. The selected applicant will perform various tasks related to the development, operation, evaluation, and improvement of weapon systems supportability and/or maintainability programs and information systems.

The selected applicant will work on logistics and maintainability programs and with logistics and maintenance control organizations on issues such as: technical evaluation and identification of weapons systems logistics requirements and resources; development of logistics support and maintainability programs or plans; systems acquisition requirements analysis; budgetary or financial analysis and control; life cycle management; weapons systems hardware and software standardization and compatibility; Integrated Logistics Support (ILS)/Reliability & Maintainability (R&M) program test and evaluation planning and execution; and, ILS/R&M program management analysis.


Basic Qualifications:

Applicant must have a current secret level security clearance.

Bachelor’s Degree and ten (10) years of experience in acquisition and/or operational logistics support/maintenance is required. An additional five (5) years of acquisition or operational logistics management experience may be substituted for a Bachelor’s Degree.

Education/Education is a contract requirement:

Experience should include similar in-country service interacting with host country civilian and military personnel at the Senior Air Force Staff level. Four (4) years of DoD acquisition logistics support experience to include specific experience in acquisition planning and management is highly desired.

Experience must demonstrate the ability to perform independent work, provide logistics and support system effectiveness analysis, study and evaluate in support of DoD weapons systems and equipment is highly desired. The selected applicant should demonstrate a proven record of success on multiple aspects of FMS logistics, as well as knowledge of DoD FMS management and oversight procedures.
