Job Summary

The Building + Places Division of AECOM is actively recruiting for a Planner III for immediate employment at our office in Arlington, VA. This is a part-time role.

Perform tasks and assignments that typically include, but are not necessarily limited to, the following:

Provides expert advice and assistance to all levels of PRE and OBO senior management on a full range of capital and non-capital facility planning and policy development activities;

Assists senior management in determining which overseas posts require Master Planning Studies and other Special Planning Studies, decisions on which support the development of OBO’s long-range plans;

Develops the planning of special studies and drafts reports of findings and recommendations for use by managers; participates in special studies as part of teams or task forces; and provides assistance to headquarters, domestic organizations outside Washington, DC, and overseas posts;

Participates in program planning processes, supports briefings and presentations for executive management, and ensures that accurate, appropriately concise and timely information is available to executive management and policy officials;

Supports the preparation of reports, briefings, and studies, as well as the collection, interpretation, and analysis of the quantitative and qualitative data required to produce these documents, including the collection, analysis, and reporting of data necessary to support OBO's planning and real estate programs;

Performs tasks of an analytical and administrative nature, as assigned by the Office or Division Directors;

Undertakes activities including the following;

Facility Planning – Conducts analyses of current and future post mission requirements; assesses the condition and appropriateness of post facilities; and recommends alternatives for meeting the differences, taking into account rehabilitation requirements, new construction requirements, lease versus buy versus build options, etc., to determine the most effective means of addressing long-term facility needs;

Functional Space Planning – Determines the overall size of capital facilities (e.g., office buildings, residences, warehousing and support operations, recreational facilities, etc.); allocates space to specific organizations, agencies, and functions; determines, in collaboration with OBO real estate and building design and engineering organizations, the conceptual cost of various aspects of the project; collects background information on each project (i.e., previous planning documents, site data, staffing projections, current facility conditions, etc.); consults with functional and technical offices within OBO, major State Department bureaus and offices with overseas requirements (e.g., Bureau of Consular Affairs, Office of Information Resource Management, Bureau of Diplomatic Security, etc.), tenant agencies, regional bureaus, and overseas posts; and collects and analyzes information about functional, operational and special use space requirements, security considerations, communications needs, and public operations;

Budget Formulation and long-range planning – Provides input to OBO budget formulation and long-range planning processes; and ensures that facility planning and space programming studies are consistent with long-range plans and are soundly and rigorously developed.

Other Duties Include:

Gathers/analyses a comprehensive list of all on-going or planned real estate acquisition or disposal projects at a post and assessing prioritization required for acquisition strategies;

Supports PRE decision makers to analyze geospatial data, prepare maps and graphics, etc.;

Researches strategies to review and assess validity and appropriateness of sites based on principles of urban design and planning, as well as real estate best practices and applies this knowledge to supporting management of real estate acquisitions;

Minimum Requirements

  • Bachelor's Degree in Urban and Regional Planning

  • 4+ years of related experience

  • Due to the nature of the role, US citizenship is required

  • Must posses Secret Security Clearance
