Job Summary

AECOM is seeking a highly talented Project Controls Cost Analyst V. This position will support the AECOM US Oil & Gas Office located in Houston TX, however, will initially support a construction project located in Three Rivers, TX.

Job Summary:

Provides objective analysis and sound judgement with application of principles and techniques to evaluate and report project performance from concept study to construction & startup including practical assessment of schedule completion and expected final cost. Competencies include setup of work breakdown structure, establishing levels of control and detail, planning and scheduling, cost analysis and forecasting, progress measurement, earned value performance, risk analysis and change control.

Responsible for managing, controlling, forecasting and reporting cost and schedule performance for projects throughout the organization. Services include setting up and managing project controls systems (including setup of work breakdown structure), capturing to-date progress and expenditure data, analyzing to-date performance data, forecasting at-completion performance data (EAC costs, hours), analyzing project risks (contingency management), managing change and incorporating scope variations into schedule and cost deliverables, and preparing associated reports.

Typical Responsibilities for a Project Controls Analyst V:

  • Supervises junior staff through task development, establishing and maintaining goals and expectations, and documenting performance related issues and achievements.

  • Oversees continuous professional development for staff, documents employee performance issues and participates in resolutions as appropriate.

  • Maintains positive working relationship with peer leaders.

  • Establishes and maintains clear goals and expectations for the organization.

  • Skilled in the use of company cornerstone systems and able to represent cost data formats necessary to control the project.

  • Understands financial terminology and measures and recognizes the financial impact of various project actions.

  • Participates in analyzing and using financial data to identify key project issues.

  • Participates in tracking action items.

  • Able to use drawings and specifications in the establishment of project baseline data.

  • Knowledgeable of accounting principles with extensive understanding of the manner in which the company establishes and documents the financial position.

  • Prepares revised cost forecast for select accounts.

  • Prepares analysis of progress trends and cost impact.

  • Works hands on with earned value monitoring.

  • Evaluates manpower, labor hour, and labor cost requirements versus budget limitations including preparation of variance analysis.

  • Compares actual cost to funding limitations. Prepares expenditure forecasts to identify critical points in project funding.

  • Reviews purchase order and subcontract commitments and expenditures. Maintains tracking database to insure that subcontractor funding is aligned with work authorization and expenditures.

  • Understands the manner in which profits on projects are budgeted and the extent to which the budget value is achieved.

  • Possesses the knowledge of scope control and change management. Involved in the tracking system to insure that project management is fully aware of detailed change order status.

  • Creates and assists with cost/schedule baseline budgets.

  • Familiar with basic cost/schedule integration and basic critical path analysis and other rescheduling concepts.

  • Conducts or assists in performance measurement and associated cost trending.

  • Prepares and assists in various levels of project reporting.

  • Participates in and may lead project cost review meetings.

  • Assists in procedure development and implementation.

Minimum Requirements

Education and Experience:

Bachelor Degree + 8 years of experience performing project cost control activities supporting industrial engineering, procurement and construction (EPC) projects, or demonstrated equivalency of experience and/or education.


Associate Degree + 10 years of experience performing project cost control activities supporting industrial engineering, procurement and construction (EPC) projects, or demonstrated equivalency of experience and/or education.


High School Diploma / GED + 12 years of experience performing project cost control activities supporting industrial engineering, procurement and construction (EPC) projects, or demonstrated equivalency of experience and/or education.


  • Demonstrated project controls cost analysis experience supporting

  • Good understanding of overall project cost concepts and cost accounting principles

  • Developing baseline and updating cost forecasts

  • Development of cost trend analysis and reporting

  • Change management

  • Previous experience preparing bid schedules from cost estimates for proposals. Demonstrated independent working capability (or with minimum guidance)

  • Advanced user of Primavera P6 Software

  • Advanced user of cost control tools, such as Prism or similar software tools

  • Sound understanding of project controls tools and process

  • Ability to liaison with Client

  • Previous experience supporting Oil & Gas EPC projects

  • Project controls reporting (weekly, monthly) - internal & external

  • Demonstrated proficiency with Microsoft Office, Word, Excel and Outlook

Preferred Qualifications

  • Bachelor Degree in Business Administration or Construction Management
