Manages and is responsible for the successful completion of all tasks in assigned program/project including technical work, financial and business development activities.  Supervises a team of up to 15 IT professionals including team lead, developers, and network engineers/administrators in the development, promotion, and enhancement of an in-house Foreign Military Sales (FMS) Shared Data Repository (Program Management Database) in support of NAVAIR program requirements. 


  1. Performs personnel actions including hiring and performance evaluation.
  2. Directs program activities to meet client and organization work objectives and serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems.
  3. Assures quality of program products, services, and deliverables, including potential participation in reviews, audits, and site visits.
  4. Assists in the performance of business development activities, including the preparation and review of technical and cost proposals.
  5. Performs program financial management services, including financial analysis, budget and cost quote preparation, cost management, reconciliation, and profit enhancement.
  6. Develops, reviews, and approves plans, schedules, and other program support documents.
  7. Prepares and provides various reports, briefs, and technical reviews to senior management as requested.
  8. Ensures compliance with relevant corporate and government policies and standards.
  9. Participates in special projects as required.


5+ years experience in IT related project management.
