Job Summary

AECOM is seeking a highly talented Project Controls Planning and Scheduling Analyst to support the AECOM Civil Construction Business and will be located in Tulsa, Oklahoma.

Job Summary:

Provides objective analysis and sound judgement with application of principles and techniques to evaluate and report project performance from concept study to construction & startup including practical assessment of schedule completion and expected final cost. Competencies include setup of work breakdown structure, establishing levels of control and detail, planning and scheduling, cost analysis and forecasting, progress measurement, earned value performance, risk analysis and change control.

Responsible for managing, controlling, forecasting and reporting cost and schedule performance for projects throughout the organization. Services include setting up and managing project controls systems (including setup of work breakdown structure), capturing to-date progress and expenditure data, analyzing to-date performance data, forecasting at-completion performance data (EAC costs, hours), analyzing project risks (contingency management), managing change and incorporating scope variations into schedule and cost deliverables, and preparing associated reports.

Job Duties include:

  • Provides analysis of schedule data to identify key project issues.

  • Supports the development of plans and schedules for proposals.

  • Coordinates the schedule input from all parts of the organization.

  • Identifies and analyzes schedule variances and recommends associated corrective action.

  • Updates and produces scheduling management reports.

  • Develops CPM schedule logic for engineering, procurement and construction

  • Able to cost and resource load schedule and perform remedial schedule risk analysis.

  • Responsible for assembling data for schedule updating.

  • Reviews subcontract schedule status and provides management with input on subcontract performance.

  • Conducts performance measurement and associated schedule trends.

  • Leads project planning and scheduling review meetings.

  • Assumes responsibility for the baseline schedule and associated maintenance.

  • Familiar with construction contracting and the scheduling implications of contract terms.

  • Knowledgeable of scope control and change management and has demonstrated ability to incorporate directed changes into schedule baseline.

  • Familiar with basic cost analysis and forecasting as it relates to planning and scheduling

  • Able to use drawings and specifications for schedule development.

Minimum Requirements

Education and Experience:

Bachelor Degree + 6 years of experience performing project controls planning & scheduling activities supporting construction projects in the Civil Construction Industry, 3 years of which must be in large size Highway and Transportation Projects.


Demonstrated project controls experience supporting:

  • Good understanding of overall project controls concepts and

  • Project controls deliverables.

  • Developing planing & scheduling and schedule baseline

  • Developing Cost Baseline check

  • Monitoring progress & updating

  • Earned value performance measurement

  • Change management

  • Accurate EAC forecasting

  • Previous experience preparing bid schedules from cost estimates for proposals.

  • Demonstrated independent working capability (or with minimum guidance)

  • Advanced user of Primavera P6 software.

  • Sound understanding of cost controls tools and process

  • Ability to liaise with Client

  • Project controls reporting (weekly, monthly) - internal & external

  • Demonstrated proficiency with Microsoft Office, Word, Excel and Outlook

Preferred Qualifications:

  • Bachelor Degree in Construction Management or Engineering.
