This position will be a part of the Localization team located in Riyadh, Saudi Arabia
In support of Vision 2030, and evolution of the GAMI requirements and urgency for establishment of Localization plans for current and pending RTN contracts, Raytheon Saudi Arabia has established a Localization strategy focused on meeting customer expectations. Key to this strategy is building an in-country & centralized RTN SA localization capability and indigenous Supply / Industry base in KSA.
The establishment of the RTN SA localization IPT will bring efficiency in execution through consolidation of effort across programs / captures for the Kingdom of Saudi Arabia, de-risk execution of localization deliverables, and ensure the application of best practice across all in-country LZN programs
The key responsibilities of the Localization IPT are:
Performance of localization and related offset scope
Interface to in-country authorities
Negotiation / reporting of localization and offset business cases
Local sourcing and supplier management
IP / TT / EXIM / Data management
Interface for RTN US Programs / Captures
Generating in-country localization opportunities for future credit against localization and/or offset programs
RESPONSIBILITIES The Localization Quality/Mission Assurance Manager will be responsible for the performance of the Quality/Mission Assurance function within the localization IPT. This role will report to the Localization Program Manager for day to day and have a dotted line reporting relationship to the RTN Mission Assurance leadership. The incumbent of this role is expected to operate under a high level of autonomy, leveraging the localization IPT, and reach back to the parent company. The duties of this role also include, but are not limited to:
Contributing to the development of a centralized and coordinated RTN SA localization capability within KSA
Developing and implementing strategic and tactical QA/MA plans, including all practices, procedures and tools that will enable delivery of QA/MA outcomes for all RTN SA localization projects that will positively influence future programs and captures.
Successful execution of all QA/MA requirements for all localization and offset projects performed by RTN SA
Providing leadership, oversight, coordination and influence over the other in-country QA/MA Managers (Supplier Quality, Engineering Quality) responsible for individual localization projects across the RTN SA supplier eco-system.
Enabling the achievement of best practice and improving processes, procedures and tools for all QA/MA localization activities
Collaborating across all functions within the localization IPT including Engineering, Operations, GSC, Mission Assurance, Global Trade, Contracts, and Finance.
Collaborating with RTN US Program/Capture Leads for developing the Quality and Mission Assurance aspects of localization and offset business plans/proposals for GAMI approval
Reaching back and collaborating with RTN SA and RTN US functionals in conducting all localization and offset programs in country
Establishing robust and enduring relationships with in-country suppliers and partners
Supporting the adherence to IP / Tech transfer / EXIM management requirements of all localization projects
Conducting lead investigating efforts associated with identifying and expanding in-country localization and offset opportunities
Providing quality and mission assurance for all direct procurement activities associated with LZN scope
Bachelor’s Degree in a Technical or related discipline
Position requires a candidate who must be trained / certified / competent in Quality Management Systems (i.e. American Society of Quality Certified Manager of Quality, or equivalent)
High level of computer literacy and conversant in the “Office” suite of applications.
Excellent communication skills – both written and verbal.
10+ years of related experience.
Have significant supplier interface management experience
Experience for performance to cost, schedule, and technical performance
Experience in both production and design phases of a program – with hands on experience in a related production discipline in operations, engineering, or quality.
Hands on experience in solving both business and technical problems
Experience establishing cost estimates and Basis of Estimates (BOEs).
Earned Value Management System EVMS Level 2 Certified.
ASQ certifications or RTN MA Certification Level of 4 or higher.
Strong understanding of Quality Management Systems and how they support effective execution.
Experience with Raytheon’s Integrated Product Development System (IPDS) or similar gate management process.
Experienced interfacing directly with foreign national customers.
Possess an in-depth understanding of contract flow and compliance, as well as other processes that support multi-functional teams and programs.
Works well with people individually and in a team environment.
This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization. 147445
