The responsibilities of this position include, but are not limited to:
Manage, coordinate and/or oversee transportation related projects and task assignments to include traffic engineering, traffic forecasting, travel demand modeling, traffic capacity analyses, interchange modification/justification reports
Develops and evaluates plans and criteria for a variety of projects and activities to be carried out by others
Assesses the feasibility and soundness of proposed planning products
Performs as a staff advisor and consultant as to a technical specialty, a type of facility, industry, equipment or program function
Monitors and ensures compliance with local, state and federal laws
Oversees specialized planning functions, such as large-scale new development proposals and environmental studies
Provides overall management of IE-related planning issues
Advises on all planning-related matters
Advises various councils, boards, commissions and elected officials in planning related issues
Evaluates operations and activities of assigned responsibilities
Prepares reports on operations and activities, recommending improvements and modifications
Analyzes planning projects related to transportation for information, including land use policies, impact of projects and long-range planning needs
Defines regional and local transportation planning problems and priorities
Prepares reports, recommendations, assessments and impact statements on transportation planning
Recommends transportation system projects based on economic, population, land-use, and traffic projections
Develops or tests new methods and models of transportation analysis
Analyzes data from modeling software, geographic information systems or associated databases
Collaborates with engineers to research, analyze, or resolve complex transportation and aviation design issues
Develops design ideas for new or improved transport infrastructure, such as junction improvements, pedestrian projects, bicycle planning, transit facilities, and car parking areas
Participates in public meetings or hearings to explain planning proposals, to gather feedback from those affected by projects, or to achieve consensus on project designs
Reviews development plans for transportation system effects, infrastructure requirements, or compliance with applicable transportation regulations
Analyzes transportation-related consequences of federal and state legislative proposals
Supplies transportation planning, engineering, and infrastructure advice to clients
Minimum Requirements
Bachelor's Degree in engineering or planning with studies in civil engineering, transportation planning, environmental planning or related field
8+ years’ experience in planning and or planning-related field
Must have one or more of the following certifications: Professional Engineer (PE), American Institute of Certified Planners (AICP), Certified Environmental Professional (CEP)
Experience in project management and transportation engineering and planning task management, coordination and/or and oversight
Preparation of and usage of project management tools such as scopes of service, budgets and schedules
Successful management of at least one Environmental Impact Statements and/or Multiple Environmental Assessments compliant with the National Environmental Policy Act NEPA
Excellent understanding of Federal Highway Administration (FHWA) NEPA compliance and procedures as administered by the Department of Transportation
Experience with MicroSoft Office Suite including MSProject, MSWord, Excel, and PowerPoint, as well as CAD and GIS
Preferred Qualifications
Master's Degree in engineering, urban planning, transportation, public policy, or related area of study or demonstrated combination of education, skills, knowledge, ability and experience
15+ years of experience in planning or related field
State of Illinois PE license
Advanced knowledge of the philosophies, principals, practices and techniques of engineering or planning
Experience working on IDOT or ISHTA project development projects involving compliance with the National Environmental Policy Act (NEPA) and NC Environmental Policy Act (SEPA) projects
Experience working on multimodal transportation projects including, bicycle, pedestrian, transit, and highway projectsAbility to interpret planning legislation and municipal requirements; and ability to determine compliance with such regulations and to apply regulations to field condition
