Integrated Defense Systems (IDS) Mission Systems and Sensors (MSS) has a unique opportunity to become a member of the Persistent & Strategic Sensor (P&SS) team as a Contracts Manager, focusing on International Early Warning Radar (EWR) product line in the Middle East.

Job Description:

Contracts Manager duties will include participation in the front-end of business for large international pursuits, proposal preparation, contract negotiation, contract administration, significant customer engagements and collaboration with the recently formed Landed Companies (Raytheon Emirates Limited and Raytheon Saudi Arabia).

Must be able to navigate complexity, recognize business issues, evaluate contractual risks and implement solutions while exercising good judgment. Candidates must be energized, motivated to learn, and capable of performing in a fast-paced, evolving environment.

This role will require frequent engagement with senior Raytheon leadership and a primary interface for international and domestic customers. Therefore, contracts expertise, excellent communication skills, business acumen, customer management and team building skills are essential.

The position is primarily located in Woburn, MA, with time spent in various other local sites as needed. Additionally, this role may require periodic business trips to the Middle East to support customer engagements and Landed Company alignment.

Required Skills:

  • 8+ years industry related experience - in Contracts, Procurement, Finance, Law or Program Management
  • Proficiency in contacts “common body of knowledge” (i.e. FAR, DFARS, ITAR, EAR, TINA)
  • Experience negotiating contract terms, conditions, and change management
  • Experience researching complex issues, applicable regulations and law, and formulating recommendations to management
  • Ability to travel
  • This position requires the ability to obtain a Secret security clearance. Except in rare circumstances, only US Citizens are eligible for a clearance.

Desired Skills:
  • Demonstrated experience leading complex negotiations and managing customer expectations
  • Knowledge of financial business principles and their applicability to US Government and direct commercial sale proposals and contracts
  • Demonstrated ability to develop advanced concepts and solutions to unusual problems that involve a high degree of ingenuity, creativity and innovation
  • Experience working direct commercial sale proposals and programs
  • Experience working competitive programs/pursuits
  • Excellent communication skills (written and oral)
  • Experience leading, preparing and presenting information senior leadership internally and to customers.
  • Effective working in a team environment
  • Experience working Foreign Military Sale (FMS) programs/pursuits
  • Familiarity with Raytheon’s businesses, policies, and practices
  • CFCM or other professional certification
  • Master’s Degree

  • Bachelor’s degree, preferred major Business Administration, Contracts, General Management, Marketing, Supply Chain/Purchasing, Law
