Description

The candidate would assist the International Program Manager for the RSLFAC Aviation Utility System Division SAMD Black Hawk Program. This person will be required to perform the duties such as, preparation of briefings, organizing files as pertaining to aircraft, aircraft spares, support equipment, and repair and return. Responsible for the managing of Foreign Military Sales (FMS) program which involves the continual development, planning, coordination, implementation, and monitoring of all requirements/programs for the designated country. Responsibility includes providing input data or developing information for procurement planning, documents, forecasting for operating and monitoring program authority to include coordinating price and availability, funds control, and reprogramming, and analyzing current and projected funding requirements. The work requires a general knowledge and understanding of the functions, processes, and interrelationships of all areas of system acquisition including research, development, engineering, materiel and maintenance management, procurement, quality/product assurance, test, configuration management, production, and fiscal/budget cycle.

Additionally, the candidate will assist in the processing of Letters of Request (LOR) and develop Letters of Offer and Acceptance (LOA) and other required documentation to fully develop all FMS case programmatic unique support requirements. The candidate will perform duties utilizing the appropriate Security Assistance regulations, policies, procedures and directives in support of the acquisition, fielding and sustainment of the program.

Qualifications

Must have a Bachelor's degree with 2 years of experience.

Must have a basic working knowledge of Foreign Military Sales (FMS) programs, the Security Assistance Management Manual and policies, laws and procedures that govern FMS sales. The candidate should also be familiar with the databases and sources of information utilized to support FMS programs such as Defense Security Assistance Management System (DSAMS), Centralized Information System for International Logistics (CISIL) and Security Cooperation Information Portal (SCIP). Some travel, to include OCONUS, may be required.

Background check required, must be able to acquire and maintain a secret clearance.
