Raytheon Missile Systems (RMS) Contracts has an opening for a Manager, Program Contracts supporting the Phalanx product line within the Strategic and Naval Systems (SNS) area. In this dynamic program environment and highly visible role, this position will provide significant Contracts leadership to the Phalanx production program. Note: The position will work from Crystal City, Virginia.
The successful candidate will be a self-starter, motivated by results, possess skills in contracts, and the ability to interact effectively with external as well as internal customers. This position has responsibility over production contracts with the U. S. Government. This role is responsible for the entire contracting process from RFP evaluation, proposal development, negotiations, contract management, and contract closeout. The successful applicant will be the primary customer interface for contracting matters and will be responsible for establishing meaningful and successful relationships with customers while ensuring that proposed and negotiated terms and conditions comply with company policies and guidelines. Must be able to recognize business and contractual issues in program performance implement solutions; carry to completion, while exercising good judgment with minimal supervision. This position also requires close work and communication with other Phalanx contract administrators and managers in Tucson, AZ to identify, mitigate, and facilitate the resolution of contractual issues as they arise.
U.S. Citizenship status is required as this position needs an active U.S. Security Clearance within one year
Required Skills:

  • 10 or more years of experience in government contract management production contracts, service contracts, and Foreign Military Sales contracts
  • BA/BS in Business, Finance or related field
  • Prior experience in contract negotiations and proposal reviews
  • Working knowledge of the Federal Acquisition Regulations (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS), customer budgeting process and the ability to assist senior leaders in achieving both their financial and performance goals and objectives
  • Experience in a position which required you to be a strong communicator both orally and in writing with strong analytical and interpersonal skills
  • Past experience in fostering good customer relationships and being a trusted partner on all contractual matters
  • Team building and team dynamics
  • US Citizenship is required

Desired Skills:
  • Existing DoD Secret or Top Secret security clearance
  • Advanced degree (Juris Doctor (JD) Degree or MBA)
  • Capable of multi-tasking and handling several assignments of differing complexities
  • Mentoring and coaching experience

Security Clearance
This position requires the eligibility to obtain security clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement.
