This position will be a part of the Localization team located in Riyadh, Saudi Arabia.

In support of Vision 2030, and evolution of the GAMI requirements and urgency for establishment of Localization plans for current and pending RTN contracts, Raytheon Saudi Arabia has established a Localization strategy focused on meeting customer expectations. Key to this strategy is building an in-country & centralized RTN SA localization capability and indigenous Supply / Industry base in KSA.

The establishment of the RTN SA localization IPT will bring efficiency in execution through consolidation of effort across programs / captures for the Kingdom of Saudi Arabia, de-risk execution of localization deliverables, and ensure the application of best practice across all in-country LZN programs

The key responsibilities of the Localization IPT are:

  • Performance of localization and related offset scope
  • Interface to in-country authorities
  • Negotiation / reporting of localization and offset business cases
  • Local sourcing and supplier management
  • IP / TT / EXIM / Data management
  • Interface for RTN US Programs / Captures
  • Generating in-country localization opportunities for future credit against localization and/or offset programs.

The Localization Engineering Lead will be responsible for the success and performance of the Raytheon Saudi Arabia Localization IPT and its related engineering scope. This role will report to the Localization IPT Program Manager and will have a dotted line reporting relationship to Engineering in Integrated Defense Systems. The duties of this role include:
  • Support to the development of the RTN SA Localization/Offset Plan including alignment with the US Global Sourcing Strategy and preferred supplier capability in kingdom
  • Ensuring the engineering/technical aspects of individual program/pursuit localization/offset plans align to the RTN SA Localization/Offset Plan
  • Provide engineering / technical leadership across all localization programs/projects and oversee the engineering / technical performance of all localization scope including:
    • Development
    • Supplier management
    • Updates and Upgrades
    • Procurement
    • Production
    • I&V
  • Work closely with the IPT Team of PM, Operations, Supply Chain, and Quality, in addition to RTN SA Leadership and Functional teams in the US. This is in order to apply disciplined engineering management processes and utilize tools to establish and monitor metrics to ensure excellence in execution.
  • Leadership of the overall performance and reporting of critical partners in support of the achievement of prime contract technical, schedule, and quality objectives
  • The role will be expected to meet customer needs, establish and maintain effective relationships, and build interpersonal relationships across the Localization IPT, the Raytheon Saudi Arabia team, and the engineering functional within the Raytheon Enterprise
  • Ensure allocation and utilization of appropriate technology and technical resources across the company
  • Support the development of technical staff within the localization IPT
  • Ensure engineering operations adhere to local and national laws, as well as Raytheon Company Policies

  • Bachelor degree in Science, Technology, Engineering or Mathematics (STEM).

  • Master degree in Science, Technology, Engineering or Mathematics (STEM).

  • 10+ years of Engineering experience, including involvement in the design, build, and test of engineering/technical solutions
  • Experience in developing technical requirements, system solutions and managing technical baselines
  • Subcontract management experience including conduct of V&V activities
  • Demonstrated competency in technical and project management
  • Strong understanding of EXIM policies and procedures
  • Effective communication and presentation skills with experience briefing senior engineering / technical leaders
  • Experience in developing technical solutions and cost proposals for major captures
  • Experience working with international customer sets, preferably in the MENA region
  • Program Management (PMX) Level 6 Certification or equivalent
  • Demonstrated knowledge of Integrated Product Development System (IPDS)
  • Ability to obtain a US security clearance

  • Broad technical background / experience and knowledgeable of cross-discipline technology and strategies within engineering (i.e. software, systems, hardware, manufacturing).
  • Experience working across Raytheon businesses / Landed companies.
