Job Summary
The Cost Estimating Director directs and coordinates the development of detailed basis of estimates in support of cost and/or pricing proposals.

Preferred experience in either managing or estimating US Government Base Operating Support (BOS) Contracts or Commercial Building Maintenance.  Specific experience with all aspects of general facility maintenance, electrical systems, water and wastewaters services, fire systems, custodial and grounds services, and other power production. Preferred experience with professional building estimating publications such as RS Means and Work Order Management Systems such as Maximo.

Principal Accountabilities
(Typical duties include the following, although specific duties vary by assignment or contract)
  • Oversees the development and documentation of detailed basis of estimates in accordance with company process and proposal instructions; Continually enhances and improves the estimating process and procedures
  • Ensures compliance with company and customer standards for estimation content and presentation, to include working papers and documentation for final basis of estimate in cost binder
  • Manages the development of Work Breakdown Structure, Basis of Estimates (BOEs), catalog, and estimation database(s)
  • Reviews and evaluates Concept of Operations, Breakdown Structures, Cost Structures, Work Packages, and BOE Packages during proposal development
  • Evaluates and recommends the selection of estimating tools and enhancements
  • Directs the integration of estimating and pricing tools commonly used in the company
  • Ensures the development of metrics, valid cost estimation relationships (CERs), and cost models
  • Ensures the existence of profiles of resident experts and reference-able past performance programs
  • Develops and oversees training of proposal teams on appropriate estimation practices and tools and their effective usage
  • Enhances team awareness of the estimating process through periodic training events
  • Ensures the proposal team complies with a valid cost estimation solution
  • Ensures the use of Independent Cost Estimation Team information
  • Ensures adequate interface exists from estimates to pricing, material estimation, and subcontracts as appropriate
  • Monitors and reports the status of each estimation effort
  • Supports preparation for the Finance Pricing Review by preparing and reviewing supporting data and slides

Knowledge & Skills

  • Extensive knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR) and related federal and state legislation regulations
  • Proficient in multiple software applications including; MS Office, MS SharePoint, Project Management Systems (Primavera and MS Project), Take-off and Estimating software
  • Professional estimating related and PMP certifications are desired
  • Advanced analytical and quantitative skills
  • Ability and willingness to lead and train other employees in the estimating, cost and/or pricing process
  • Effective leadership, excellent communication and interpersonal skills

Experience & Education

  • Bachelor’s degree in an associated discipline; Two (2) years’ experience working in an estimating or pricing department may be substituted for each year of the four (4) years of college
  • Twelve (12) years’ experience in proposal preparation for a government contractor
  • Five (5) years’ experience in a management position is preferred
  • Proven experience necessary to establish an estimating database

Physical Requirements/Working Environment

  • Work in normal office environment with controlled temperature and lighting conditions
  • As required to support the estimating and proposal process, travel may be required worldwide depending upon the specifics of the project assigned
