The SIGINT Operations Specialist Senior establishes definitions of new equipment, techniques or potential new signals in connection with radar, instrumentation, electronic counter-measurers (ECM), and communication signals and analyses and documentation of these in connection with radar, instrumentation, electronic counter-measurers (ECM), and communication signals.
Principal Accountabilities (Typical duties include the following, although specific duties vary by assignment or contract.)
Provides senior guidance and direction to signal studies team in overall conduct of project(s) that are essentially signal related.
Oversees the development, deployment or collection, documentation and evaluation of recordings of new or previously unexploited signal data including radar, electronic counter-measure (ECM) and electronic counter counter-measure (ECCM) instrumentation and communications.
Provides analytical and operational support for unique, one- of- a-kind, tactical and strategic mission intelligence systems.
Supports a range of analytical products and functions including operational scenarios, development of deployment scenarios, site assessments, and vulnerability assessments, concepts of operation and feasibility assessments.
Through analysis of complex system integration requirements identifies mission vulnerability targets and develops multiple scenarios to resolve all mission threats. Performs mission planning and projections to anticipate future resource requirements to counter identified threats.
Prepares detailed studies, reports, and briefings.
Develops documentation to support objectives in support of external agencies and INSCOM Commanders.
Translates analytical results into effective briefing(s).
Briefs senior officials and counterparts from other organizations.
Analyzes operational availability of strategic and tactical intelligence assets. Develops briefing reports that depict a clear assessment of each systems availability.
Maintains mission status on assigned tactical and strategic systems.
Performs other duties as assigned.
Knowledge & Skills
Ability to research, analyze and recommend solutions to complex problems which include deployment of SIGINT or other related collection assets.
Thorough knowledge of SIGINT system principles, concepts, methodology, and understanding of how it supports military operations.
Knowledge of the US SIGINT directive (USSID) system and ability to formulate USSID changes.
Knowledge of fusion of various intelligence programs, i.e. imagery, SIGINT, COMINT, ELINT.
Knowledge of emerging intelligence products including wireless and cellular communications.
Thorough knowledge related to priority intelligence requirements.
Ability to effectively communicate, interface and represent the organization with senior officials and counterparts from other organizations.
Knowledgeable of methods of exploiting foreign military communications and non-communications.
Knowledge of tactical and strategic SIGINT/EW organizations, missions, and functions.
Knowledge/experience in combat user’s intelligence, combat information, and electronic warfare requirements definition.
Command of fluent English, including the ability to effectively communicate orally and in writing.
Experience & Education
Bachelor’s degree from an accredited college or university with a major or concentration in Business, History, Political Science, Engineering, Physics, Computer Science, Mathematics, or ten to twelve years equivalent technical experience with electronic warfare systems.
Minimum eight (8) years of experience with electronic warfare systems.
Physical Requirements/Working Environment
Supports US military systems on site whenever and wherever deployed.
Available to deploy to other countries and/or theaters to perform quick reaction technical support to US forces worldwide military contingency missions and requirements in potentially hazardous work environments.
