Raytheon Intelligence, Information and Services (IIS) is seeking a Delivery Order (DO) Lead to join our team in support of the U.S. Air Force North American Aerospace Defense Command (NORAD) Cheyenne Mountain Complex Integrated Tactical Warning/Attack Assessment (NCMC-ITA/AA) Sustained Support Contract (NISSC). NISSC provides accurate, timely, and unambiguous warning and attack assessment of Air, Missile, and Space threats with daily visibility of National Command Authority leaders including the President of the United States. NCMC-ITW/AA is composed of Air, Missile, and Space Warning Missions located at Cheyenne Mountain AFS, Peterson AFB, Offutt AFB, Vandenberg AFB, and forward user and sensor sites worldwide.

The successful candidate will be in a leadership position and will be wholly accountable for delivery order planning, execution, results, and metrics as well as periodic capture of new business.

Additional Responsibilities include:

  • Leading DO proposal development including creation and review of Basis of Estimates and other proposal deliverables
  • Developing and maintaining DO plans and cost estimates
  • Performing effective risk and opportunity management on assigned DOs
  • Developing and presenting DO Monthly Reviews
  • Coordinating with planners, financial analysts, and Control Account Managers (CAMs) to compile, review and approve month-end metrics
  • Forecasting staffing demand and working with functional leaders to ensure demand is fulfilled and/or tasking is appropriately replanned to accommodate staff conflicts
  • Managing communications with both customers and internal leadership to accurately and effectively report status
  • Managing multi-discipline program execution and working with technical leadership to also ensure quality technical execution
  • Supporting Subcontracts management as needed to manage teammates and subcontractors

Clearance Requirements : Secret (clearable to TS/SCI)


Required Skills:
  • Bachelors degree and at least 8 years related experience in technical leadership, including planning and execution of engineering projects
  • Ability to effectively communicate with customers and stakeholders in a professional and diplomatic manner
  • Ability to work through adversity in a positive and collaborative manner
  • Ability to strategically problem solve, make decisions, provide clear direction, and course correct as needed
  • Experience with Earned Value Management and the ability to obtain certification through Raytheon training
  • Experience working in a multi-discipline environment
  • Knowledge of systems engineering roles and function, including operations concept development, requirements management, functional analysis, interface definition and control, synthesis, and verification and validation
  • Understanding of full engineering lifecycle management
  • General understanding of subcontract and supply chain practices
  • Experience using tools and metrics to support decision making and management
  • Experience with Microsoft Project and common program management tools
  • Experience with Agile methodologies for project execution

Desired Skills:
  • Experience working with USAF customers
  • Experience in NORAD/NORTHCOM ITW/AA development and/or operations
  • Previous experience with missile warning and/or missile defense
  • Previous experience with ITW/AA testing and certification
  • Experience in command, control and communications, security engineering, and/or network architecture
  • Understanding of iterative custom software development lifecycle models
  • Experience working in two or more of the following disciplines: Engineering, Supply Chain, Planning, Finance, Logistics, and/or Program Management
  • Qualified Six Sigma Specialist or equivalent

Required Education (including Major):
  • Bachelors of Science degree in Engineering or related field
