The selected candidate is expected to assist Defense Logistics Agency, Richmond with H-60 PMA-299 Aircraft Logistic Support Analysis (LSA) & Weapon System Program Analysis. The selected candidate will provide the following:- Analysis, technical studies and reports in support of task analysis and ILS resource requirements.- Identify LSA output report requirements and provide support in developing the data element selection sheet.- Establish and maintain an LSA database compliant with GEIA-STD-0007 data transfer protocol and provide output reports as required.- Conduct a maintenance task analysis, identify maintenance task requirements that complement the maintenance concept, identify sequential subtasks and task resource requirements.- Provide weapon systems analysis of system effectiveness against baseline performance requirements by review of submitted technical reports.- Conduct logistics engineering evaluations of selected components of the weapon systems to identify variances in the actual performances versus logistic support analysis projections and recommend changes to the LSA databases.- Identify and investigate possible options for corrective and/or mitigation options of aircraft and weapon system(s)/subsystem(s) or the individual components, as the analysis dictates.- Provide Analysis of Alternatives (AoA) that provides costs, resolution cost, trade-off studies and solution options and produce report summarizing findings and recommendations.- Develop recommendations to analyze and track deployment discrepancies regarding support resources and spares.- Provide supporting reliability and maintainability documents, performance metrics, and operational procedures.- Provide technical expertise and direction to provide direct support of a weapon system that is essential to research, development, production, operation or maintenance of the system.- Review and assess Integrated Logistic Support (ILS) specifications for proposed/developing weapon systems, electronic systems, computer and communication systems, subsystems, or components for adequacy; and provide recommended modifications or complete rewrites of reliability-based maintenance analysis methods currently in use.- Review weapon systems Gross Demand Plan (GDP) accuracy and provide recommendations on improving forecasting efforts.- Some travel may be required.
Education/Experience: A Bachelor’s Degree and 5 years of experience in technical or business environment is required or an Associates Degree and 7 years of experience. In lieu of degree a total of 9 years experience is required.2 years of the required experience should be professional experience with technical efforts supporting technical systems in program/project status and schedules cost and supply management tracking and logistics. The selected applicant should have experience processing program acquisition, funding and contract documentation for military programs. Experience demonstrating the ability to perform ILS studies, analysis, and evaluations in support of DoD weapons systems/equipment is highly desired. Experience/Education is a contract requirement.Knowledge, Skills and Abilities: Knowledge of SECNAV, OPNAV, and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs (as specified in the DoD 5000 series) is highly desired.Applicant selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information.
