Job Summary

This position reports into the AECOM Management Services, Inc. Procurement & Subcontracts Organization and is responsible to plan, execute, and implement effective strategies for the solution of materials and services in support of strategic proposals. Additionally, they will serve as the Procurement & Subcontracts Technology functional lead for the integration and implementation of ERP systems.

This individual will provide support across Management Services, Inc. (MS) Sub-Business Units (SBU) through the development and implementation of Supply Chain strategies. This position will be the primary contact to Business Development Executives to support pre-award supply chain activity within the SBUs. The individual will collaborate with Business Development to characterize the pursuit pipeline, develop Supply Chain resource plans in support of the long-range goals of the organization, develop strategic supply chain solution sets, develop strategic sourcing plans and capabilities that serve to differentiate MS from its competition, coordinate with Procurement and Subcontracts Leadership and functional leads to ensure resource availability and establish transition planning procedures to ensure mission success. This position is located at Management Systems, Inc., headquarters in Germantown MD, VA./Chantilly, VA

Essential Responsibilities:

  • Leading Supply Chain (SC) efforts on key pursuits, including Bill of Material (BOM) pricing, strategic sourcing and teaming strategies, negotiation and execution of teaming agreements, small business plans, strategies for material and services, pricing and costing of labor BOEs and outsourced materials and services, and subcontract management plans, and bidding/managing supply chain labor.

  • Experience in supplier sourcing, development of complex and non-complex RFP packages.

  • Developing SC strategies in support of major programs and proposals, in cooperation with Program Management, Business Development, Engineering, and other functions.

  • Assisting with RFI response content development; providing support to BD in response to customer RFI by developing an appropriate response to specific requests for information.

  • Delivering SC subject matter expertise in response to customer-focused marketing solution development and representing the SC function in proposal color teams

  • Participating in pursuit win strategy sessions as the primary SC functional advisor

  • Writing SC proposal content for management, technical, cost, and past performance volumes Providing strategic advice to the pursuit capture team for Make/Self-Perform versus Buy decision making

  • Managing the transition to SC functional Core Services execution after program start-up

  • Coordinating and managing the reach-back to SC functional core services for various resource support proposal teams

  • Contributing to and maintaining the SC Proposal Content Library Managing the pursuit pipeline to plan and allocate the necessary SC functional resources to develop winning proposals on time and within budget

  • Working knowledge of Integrated Product Development System

Minimum Requirements

  • 8+ years of applicable experience; leading proposal supply chain activities including strategic sourcing and teaming strategies, negotiation and execution of teaming agreements, small business plans, supply chain strategies, pricing and costing of supply chain labor BOEs and outsourced materials and services, material program and subcontract management plans, proposal text writing

  • Proven ability to develop solutions to complex problems that require the regular use of ingenuity and innovation; and ensure solutions are consistent with SC organizational objectives

  • Strong project management skills and ability to convert business unit customer requirements into executable strategies.

  • Working knowledge of Integrated Master Planning/Integrated Master Scheduling

  • Demonstrated knowledge of supply chain processes and related systems, proposal support, subcontract management, logistics and asset management

  • Proficiency in ERP systems such as Costpoint and IFS, understanding the flow of information from one to another and how the system set up impacts other functional areas, such as finance and operations.

  • BA/BS degree in a business, supply chain, technical or related field required
