  • Missile Systems Program Management Excellence organization is seeking an individual to join its Earned Value Management Systems (EVMS) team as a Product Line EVM Tier III (EVM Focal). This position has accountability for the performance of EVM compliance, training, communications and assessments as well as communicates with EVMS practitioners (Industry) and external customers. This role is a critical element of Missile Systems “Best in Class” EVM Systems and Implementation. Proactive leadership and demonstrated capability to develop credibility both internally and externally will be necessary to drive process discipline and improvement. The selected candidate will have considerable EVM experience throughout the program life cycle which includes but is not limited to policy and procedure development, implementation assessment, training development and facilitation, Agile in an EVM environment, Integrated Baseline Review implementation support and guidance, Subcontractor Integration, Integrated Master Schedule development and maintenance techniques, and EVMS surveillance efforts. Effective and influential communication across all levels of the business (Functional Organizations, Product Lines, and Senior Management, Program Management, and Government counterparts) is required. A strong desire to foster relationships that improve process understanding and execution is critical. Some travel may be required.

    Key Job Functions:
    • Lead EVM implementation and compliance activities for Product Line(s)
    • Prepare teams for all EVM events (IBR, surveillance, etc.)
    • Provide closed loop feedback to program teams, including options for compliant implementation
    • Review RFP/RFQ bid language for EVM implications; make recommendations for revisions
    • Ensure program leadership and front line teams understand how to meet the intent of compliant EVM implementation through presentation of training materials
    • Assess EVM artifacts for compliance to DIDs, CDRLs, and EVM Command Media
    Required Skills:
    • 8 years related work experience (Finance/Business; Planning/Scheduling; Program/Project Management; Earned Value Management or a combination of the above)
    • Practical experience in applications of EVMS, Program Controls, and Cost/ Schedule Integration
    • Proficient in the analytical and interpretive techniques to assess EVM compliance, materiality, and intent of process implementation
    • Strong knowledge of EVM reporting requirements such as the Data Item Descriptions for Contract Performance Report (CPR), Integrated Master Schedule (IMS), and Integrated Program Management Report (IPMR)
    • Strong analytical and problem solving skills
    • Excellent oral and written communication skills
    • Strong presentation skills
    • Ability to work well under pressure with both internal and external customers
    • Ability to influence without authority

    Desired Skills:
    • Experience with Agile implementation and methodology
    • Experience applying EVMS policies, procedures, and intent across an enterprise in multiple contractual scenarios
    • Demonstrated understanding of the 32 EIA-748 EVMS Guidelines, Raytheon EVMS Process Description Manual 10255, and the EVM Procedures / EVM Policy Instructions
    • Knowledgeable of full suite of EVMS tools and their application (APEX EV, M*PM, PMX Tool Suite, wInsight, PRISM EV, etc)
    • Familiar with IMS development and maintenance tools and techniques
    • Current Raytheon EVM Certification or Industry equivalent
    • Ability to effectively interact and influence across enterprise-wide network/resources for information
    • Expert in Program Proposal, IBR, Base-lining and Execution Processes to include Subcontractor Integration in an EVM environment
    Required Education:
    Bachelor’s Degree in in Business Administration or related field
