Job Description:
This role acts as the cost volume lead on large complex projects and is directly responsible for the execution of the Estimating and Pricing function within Space and Airborne Systems. Responsibilities include capture support, early rough order of magnitude support, cost proposal planning, creation and packaging, and specific support of Customer negotiations, fact-finding, and audit. The individual should possess a complete understanding of the Capture/Proposal process, , DoD Acquisition Process and FAR Regulations.

Duties and Responsibilities include:

  • Cost Integrated Product Team (CIPT) Lead - organizing and driving the process
  • Lead proposal planning efforts, kick-offs and color team reviews
  • Analyzes BOMs and BOEs ensuring reasonableness, adequate rationale and proper backup data
  • Ensures all aspects of cost (e.g., BOM, BOE, Subcontracts, Labor, Internal Investment etc.) are represented in the cost proposal
  • Must understand the business accounting structure, disclosure statement, pools, and rate applications (e.g., direct and indirect labor rates, overhead rates, fringe and G&A, etc.)
  • Accurately interprets and applies policies and procedures (e.g., Cost Estimating Manual,I OTs, Consistency in Estimating, Accumulating and Reporting Costs, Overhead and G&A Rates, etc.)
  • Accurately interprets and applies rules and regulations (e.g., FAR/DFAR, CAS, TINA, etc.) applicable to one’s work area.
  • Lead pricing and BOE reviews along with assisting in creating well-written BOEs for the cost volume

Required Skills:
  • Experience leading cost volumes for multi-organizational pursuits and executing the Cost Integrated Product Team (CIPT) process
  • Experience with team development and leadership skills to lead a proposal team
  • Experience with interfacing with all levels of the enterprise to include the Business Leadership team, other Senior Management, Product Line personnel, Business unit VPs, Program Controllers, Contracts, Supply Chain Management, Business Managers, Directors, Program Managers and Proposal Managers on at least an infrequent basis
  • Ability to understand and interpret RFP Requirements and ensure RFP Compliance
  • Demonstrates an Intermediate to Advanced level of proficiency in Microsoft Office suite (Word, PowerPoint, Excel, etc.), Adobe PDF, Lotus Notes and other specialized systems and technology related to pricing and proposals
  • Capability to apply critical thinking skills across the capture proposal process
  • Readily adapts behavior in response to new processes and procedures
  • Ability to prioritize tasks and meet deadlines Perseveres through push-back and road blocks when researching and solving issue
  • Experience interfacing with various levels of the enterprise Leadership team Good organizations and communication skills

  • Firm understanding of Company Investments(Capital, IRAD, EC, CFR) Cost Volume Management; Win Themes, Pricing strategies and approaches
  • Experience writing and reviewing Basis of Estimate (BOE) sheets
  • Third Party International Financing Familiar with Supply Chain Management and Contracts fundamentals
  • Understand Risk and Opportunity assessment process
  • Experience and knowledge of the Evaluation Notification (EN) proposal phase
  • Active SSBI clearance

Required Education and Experience:
  • BA, or BS in Accounting, Finance, Business Administration or related field and at least 8 years of related/applicable Proposal, Accounting, finance experience or a Masters’ degree in applicable field and 6 years of experience
