Job Summary

Provides dedicated mission support planning and target operations management for Operational and Test Ranges over a broad geographically separated DOD facility. This experience must include managing target planning, procurement, processing and placement; range and road maintenance; range clean and UXO clearance; and range scrap demilitarization and recycling. Reports to the NTTR Operations Manager.

Essential Responsibilities:

  • Supervises range target operations and CE personnel in range development and range construction ensuring the customer’s requirements are met and ranges are in accordance with AF and DOD Instructions and Policies

  • Oversees all aspects of target planning and procurement to include interfacing with DRMO and outside vendors via program procurement section to ensure range targets are available and placed in order to meet all range operational and test and evaluation missions

  • Oversees the Target Processing & Carpentry shop operations as well as Range Operations Security & Safety

  • Coordinates with the Range Plans section and manages the target operations workforce for required targets and scheduled maintenance

  • Develops a routine maintenance schedule for road systems and ranges with the ability to respond to emergencies posed by inclement weather

  • Reviews Range Technicians daily inspection reports and responds to deficiencies in a timely manner

  • Solid knowledge of target operation procedures and guiding USAF and DOD instructions, policies and procedures

  • Coordinates and schedules range construction in the Range Scheduling System so as not to impact current scheduled training and test and evaluation events

  • Responsible for overseeing the quality control aspects of range construction and makes adjustments as necessary

  • Meets with the customer and makes adjustments as required to accommodate changes

  • Responsible for gathering all geographical data to maintain and update ArcView (GIS) system

  • Performs daily supervisory tasks covering all of the administrative activities and ensures employees are informed of and use safe work practices.

  • Interviews and recommends candidates for open positions.

  • Coaches staff on a daily basis, for training and continuous improvement.

  • Prepares performance appraisals as required and issues disciplinary action when appropriate.

Perform all other position related duties as assigned or requested.

Work Environment, Physical Demands, and Mental Demands:

Duties are performed both in a field office environment as well as in proximity to toxic chemical munitions. May enter areas containing toxic chemicals or chemical munitions. Work involves standing for long periods. May lift up to 50 pounds. May require work in high temperature, dusty or confined areas. May require work using and/or wearing protective equipment. The employee frequently is required to walk; reach with hands and arms; and stoop, kneel, crouch, or crawl and work in tiring and uncomfortable positions. The individual’s supervisor assures that the degree of risk is reduced to the lowest level. Required to work a schedule of rotating eight, ten (normally), or twelve-hour shifts, including weekends and holidays. Required to travel frequently with overnight stays. Must be able to acknowledge and respond to Emergency lights and sirens and be capable of wearing a protective mask.

Minimum Requirements

Possess a BA/BS degree and 10-15 years’ experience in DOD/Government target operations which has included managing a unionized workforce with multiple CBAs. Possess knowledge and be conversant in USAF and DOD Instructions for Range Target Operations, Range Scrap Processing and Recycling and Range Clean and UXO clearance. Candidate must be versed in ArcGIS, survey, and target cover, concealment and deception techniques. Possess excellent verbal and written communication skills with audiences of all levels of the organization. Management skills are essential and must have experience leading projects of greater than 50 personnel and greater than $10M annually. Possess competency in PC and MS Office Software, must be able to create and maintain information databases. Possess familiarity with business requirements gathering and documentation and experience with resource staffing and supervision. Requires strong logical and analytical problem-solving skills and proven ability to work both collaboratively and autonomously. Ability to work under pressure and meet tight deadlines. Must qualify for and maintain a DoD Top Secret Clearance. Possess a valid state issued driver’s license.

Preferred Qualifications

  • Project Management Professional (PMP)

  • USAF Target Operations Management Experience on an Operational and / or Test and Evaluation Range

  • Contract specific Customer Knowledge and Experience

  • Current TS clearance

  • Expert Proficiency in MS Office, MS Project, and MS Visio

  • Strong Proficiency in Collaboration toolsets (SharePoint) and Work Order Management Systems (MAXIMO)

  • Strong Proficiency in ArcGIS and Intranet Sites

  • UXO Clearance and Range Clean Operations Proficiency – EOD or UXO Qualified

  • Range Scrap Processing and Recycling Proficiency – EOD or UXO Qualified

  • Expert Proficiency in Target Planning, Procurement, Processing and Placement

  • Proficiency in low level radiological material processing (e.g. – depleted uranium)
