The Section Head is a strategic sourcing role for a key group of suppliers and technologies, and will be led out of the Core Subcontracts Directorate. This position reports to the Sr. Manager of Energetics Core Subcontracts.
This Section Head position is responsible for leading a team of subcontracting managers in the creation, execution and management of various subcontract types (Cost Type, Incentive Type, Firm Fixed, etc.), using source selection techniques. Leads the development and negotiation of collaborative agreements with suppliers. Responsible for early subcontractor identification and engagement to support new business pursuits and provide risk and opportunity analysis for early capture. Contributes to the creation of business technology and capture strategies. Facilitates relationships between program office/functional organizations and suppliers. Initiates and participates in supplier assessments and development activities. Responsible for strategic supplier relationship management at Business and/or Enterprise level as necessary.
Additionally the Section Head will have regular interface with all RMS programs, business unit senior leadership personnel and Supplier leadership personnel. We are looking for someone that can identify opportunities and strategies to reduce risk and cost, including developing material cost reduction plans and deploy material strategies to support all RMS business.
•A min of 10 years experience in Supply Chain or similar role with transferable skills
•Experience Ensuring compliance within RMS Subcontract Management and Material Program Management policies and procedures;
•Experience Leading SCM integration at the program level and support activities such as EXCOM meetings w/ suppliers, & program reviews;
•Experience Participating in strategy, operations and business development planning & reviews
•Ability to understand complex problems and employ critical thinking to solve them
•Ability to Communicate to all stakeholders issues and resolutions
•Extensive Understanding of financial impacts and analytics
•Experience in collaborating and influencing across organizational boundaries with various functions to help overcome business challenges and achieve successful program execution
•Experience as a First Line Supervisor including performance management and personnel development
•Creation and management of Major Subcontracts, both fixed and cost type, under Department of Defense regulations, including experience in Federal Acquisition Regulations, and Price and Cost Analysis
•Experience with key suppliers where strong relationships are critical to the success of a program
•Understanding of procurement system compliance, supplier diversity, prime contract flow downs, supplier quality, and supplier teaming to achieve successful results
Required Education (including Major):
Bachelor’s Degree from an accredited university
