We are presently identifying candidates for the position of Tactical Operations and Maritime Enforcement Advisor - SME (INL – El Salvador). in San Salvador, El Salvador on to assist on the Department of State (DOS), International Narcotics and Law Enforcement (INL), Central America Regional Security Initiative (CARSI) Contract.
The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of Policing, Specialty, IT, and Administrative roles. Requirements and Skill Qualifications for the Tactical Operations and Maritime Enforcement Advisor - SME (INL – El Salvador).
 
Primary Qualifications—
  • MRPT Eligible
  • U.S. Citizen.
  • Bachelor’s Degree from an accredited institution in international affairs, police science, or other related field and/or graduation from a national law enforcement academy and special certification/qualifications that demonstrate the candidate is a subject matter expert in tactical operations and counter-narcotics.
  • Twenty (20) years of demonstrated relevant experience to include:
    • Ten (10) years working overseas coordinating implementing strategic initiatives and delivering foreign police training, including of tactical and/or counter narcotics or maritime units;
    • Ten (10) years of field work supervising and conducting complex tactical operations (U.S. based and transnational) including land and maritime operations to reduce drug trafficking, gang activity, and other transnational crimes;
    • Supervisory/management experience at a police precinct or equivalent federal, state, or local law enforcement or military entity;
    • Three (3) years’ experience assisting foreign police through advising and training of tactical police units;
    • Experience working with law enforcement in Mexico, Central, or South America;
  • Experience in managing program resources, project planning, analysis, design, implementation, monitoring, and evaluation.
  • FSI Spanish level 3/3. English level 5/5.
  • Professional experience briefing, presenting, and teaching in both Spanish and English.
  • Communication and liaison skills appropriate for work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups.
  • Ability to synthesize high-level strategic concepts with detailed real-world examples to effectively illustrate the objectives and progress of a project.
  • Knowledge and work experience with U.S. government regulations, standards of conduct, and ethics.
  • Knowledge of U.S. Government operational and programmatic issues.
  • Extensive experience in written and oral communication, reporting, documentation, publication, and audio-visual material preparation in relation to foreign assistance work.
  • Ability to work under time pressure, in a high-tempo environment.
  • Flexibility, adaptability, and willingness to support INL activities.
  • Ability to synthesize information and draft memos and advisory opinions clearly, succinctly and quickly.
  • Ability to identify the need for follow-up actions on information received and ensure they are taken expeditiously.
  • Ability to work independently on projects and issues within overall policy guidelines.
  • Ability to exercise sound judgment in identifying priority issues from information received.
  • Ability to work in highly hazardous work environments where verbal and physical threats from criminal elements are likely present.
  • Physically able to work and travel in the region full time, including to remote/rural areas.
  • Proficiency in Microsoft Office Suite.
 
Secondary Qualifications—
  • U.S. Government reporting experience.
  • Background in drug enforcement investigation.
  • Experience with program design reports, including monitoring reports and evaluation reports.
  • Experience training/working with the Colombian National Police.
  • Experience in the planning, organization and deployment of Law Enforcement joint task forces in order to combine and coordinate efforts for each joint operation with Salvadoran National Police, Coast Guard, Navy, Marines, Air Force and JIATF-S, SOUTHCOM to interdict in air, land and sea all complex investigations of transnational organized crime groups.
 
Responsibilities—
  • Work closely with and supports the US Embassy INL/El Salvador Director and PSC Police Advisors.
  • Maintains open, timely, and effective communications with the INL/El Salvador Director and PSC Police Advisors on issues falling under the scope of work, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.
  • Keep the INL/El Salvador management and INL Section informed of his/her activities; attends at weekly INL Advisor Meetings; reports relevant activities in a Weekly Activity Report (WAR).
  • Assess and analyze the organizational and operational capacities of the police maritime unit, Grupo Conjunto Cuscatlán (GCC), including its working relationships with the U.S. and Salvadoran Naval interdiction teams, and other related task forces from neighboring countries.
  • Assess and analyze the organizational and operational capacities of the Special Tactical Police Unit (UTEP) and/or similar tactical units, including its working relationships with the El Salvadoran military special operations teams, and other related task forces from neighboring countries.
  • Provide expertise and advising related to the professional development, training, and organizational structure in order to increase the effectiveness of Salvadoran police tactical and maritime units.
  • Support INL Advisors in the development of a plan of assistance that will promote effective policing practices for GCC, UTEP, and other similar units as necessary.
  • Assists INL to Foster collaborative partnerships among the PNC and Naval agencies, PNC and military units, citizens and organizations to develop solutions and increase trust with the police.
  • Support the initiation and coordination of neighborhood crime watch interdiction programs.
  • Support the PNC in developing best practices to implement, oversee, and coordinate activities to achieve crime reduction.
  • Assess the training needs of the PNC tactical and maritime units and propose training options for improving the tactics, techniques, interdiction methods, and procedures.
  • Assists INL to ensure INL projects are executed in accordance with the objectives and terms established in the Letters of Agreement, the INL Country Plan, and similar documents.
  • Assist INL with the procurement of technical services, training, and commodities, and the monitoring of procurement actions, including drafting source-origin waivers, solicitations, statements of work, and performance specifications.
  • Attend meetings with U.S. and host government officials as requested, including regional working group meetings, providing expertise as needed and appropriate.
  • This position requires a work plan:
    • Monthly: Provide a summary of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data. Report on scheduled upcoming meetings, trainings, and other activities, outlining dates and participants (due the second Tuesday of each month).
    • Quarterly: Provide Quarterly Reports, including compiled monthly report quantitative data, an analysis of program trends, and an update on progress toward INL’s desired outcomes and impact goals, noting challenges, successes, future plans, and recommendations to INL. Due within 30 days of the close of the reporting quarter.
    • Annually: Provide the INL an End-Year Summary of the last year and an estimate of progress toward reaching the three-year goal of turning over responsibility to the host government, and an annual report detailing the results of each projected output, outcome, performance measurement, and impact.
