Job Summary


Train, Advise and Assist the ANDSF.


Principal Accountabilities

  • Advise and provide security and police consultation to the Minister of Interior’s deputies on the organization, function, and professional development of Counter Narcotics mission requirements including ministerial, administration, and support entities.
  • Mentor the Deputy Minister for Counter Narcotics regarding implementation of Afghan-led initiatives related to strategic boards and monitoring and evaluation systems for a wide-range of efforts that include, but are not limited to Security for the populations, counter narcotics, law enforcement and counter-crime, strategic communications, human resources, training, logistical support and leader development – with a principal focus on the overall strategic planning effort.
  • Mentor the Deputy Minister for Counter Narcotics regarding research, studies, and planning to improve monitoring and evaluation efforts, development of policies, programmatic planning, and information systems requirements.
  • Train, advise, and assist the staff of the Deputy Minister of Counter Narcotics in developing, staffing, and publishing products, policies, and monitoring and evaluation tools that directly support the Minister of Interior’s strategic planning and execution.
  • Train, advise, and assist the Deputy Minister Counter Narcotics staff in basic staff functions, reporting, management, and administration.
  • Train, advise, and assist the Deputy Minister Counter Narcotics in the development of effective strategic boards and other strategic processes.
  • Train, advise, and assist the Deputy Minister staff to conduct a thorough review and rewrite of the MOI Strategic Plan when required.
  • Train, advise, and assist the General Directorate of International Cooperation within the MOI to organize and align the contributions of the international community to effectively and efficiently support the MOI Strategic Plan.
  • Train, advise, and assist the Deputy Minister Counter Narcotics staff in targeting drug trafficking organizations, and main narcotics processing centers
  • Train, advise and assist the Deputy Minister Counter Narcotics staff in strengthening regional cooperation, information exchange, and combined cross-border operations with neighboring countries.
  • Train, advise, and assist the Deputy Minister Counter Narcotics staff in strengthening borders, entry points, custom units, airport security, and placing professional police in the aforementioned locations in order to prevent drug trafficking.
  • Perform other duties as assigned.

  • Proficiency in Microsoft Suite Applications (i.e., Power Point, Word, and Excel).

Experience & Education

  • Master’s degree with 6 year’s or Bachelor’s degree with 8 years’ experience as a civil servant in a law enforcement organization at the strategic level.
  • Management experience of 2 years.
  • Understanding of and experience with ministerial or service component programs for either a technical or programmatic perspective.
  • Ability to effectively communication with senior Coalition and Ministerial officials through written reports, briefings, and oral presentations.
  • Capability to be effective in a complex strategic environment through influence and interaction.  Strong analytical skills using appropriate quantitative and qualitative tools and methods.
  • Automated data processing knowledge: possess working knowledge of word processing, spreadsheets, graphics presentation, databases, E-mail clients and web browsers, and web content management.
  • Must have a final (not interim) SECRET Level Security DoD Clearance before deployment and must maintain that clearance.
  • Prefer experience with the international community in multi-national environments and /or NATO efforts, particularly with regards to strategy and law enforcement.
  • Must have a final (not interim) DoD SECRET Level Security Clearance before deployment and maintain that clearance.

Physical Requirements/Working Environment

  • Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.
  • Must be able to operate in harsh and austere conditions of Afghanistan

Travel

  • Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan.
